Google MapsSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.

Rules change. Before heading out, check with the DRNA (Departamento de Recursos Naturales y Ambientales) and the federal NOAA rules (50 CFR 622).
Aguadilla spearfishing starts with Crash Boat's old pier pilings, then gets more serious at Peña Blanca, Gas Chambers, Punta Borinquen and the deeper MV Ambar wreck. The northwest corner can be excellent in clear water, but N and W winter swell close exits quickly. Carry the DRNA licence before entering, keep the spear more than 30 m off the coast, and do not use scuba for hunting. Night spearfishing is limited to lionfish. If a reserve or seasonal closure boundary is uncertain, treat it closed.
Crash Boat is the practical shallow start. Middle Reef and Table Top need extra legal caution because the red hind seasonal closure applies west of 67°10'W. MV Ambar is a deep wreck for advanced freedivers only.

Use Aguadilla on small N/W swell, light wind and an early start. Buoy 41115 is close enough to respect. If Crash Boat is milky or surging, deeper wrecks are not the safer answer.
You need a recreational licence, tourists included. Spearfishing is breath-hold; scuba assistance is banned. Keep the spear more than 30 m from shore, leave Nassau and goliath grouper alone, and do not take parrotfish or queen conch.
