Rules change and vary BY STATE. Before heading out, check with your state's fisheries (NSW DPI, Fisheries QLD, VFA, DPIRD WA, PIRSA, NRE Tas, NT Fisheries) and the marine-park zoning map.
Spearfishing around Bruny Island is cold-water judgment rather than a long reef catalogue. Adventure Bay is the easy first read, with sheltered reef and kelp in 3-10 m. Cloudy Bay is a south-end ocean beach option that only works on calm Southern Ocean days. Fluted Cape from Grass Point is deeper, steeper and more advanced, with kelp reef under sea cliffs. No marine reserve covers these three entries, but NRE rules still decide species, gear and area limits.
Pick the entry that matches the sea, not the one that sounds most adventurous. Bruny has sheltered and exposed water within a short drive.

The local aspect is around 110 degrees, with the bad sector from north-east through south. Even a modest east or south-east swell can push into kelp and hide exits. Adventure Bay earns first look because it is sheltered compared with Cloudy Bay and Fluted Cape.
Australian state-by-state rules say Tasmania does not have a general recreational fishing licence like NSW or Victoria. That is not permission to ignore NRE rules. Area closures, size and possession limits, and gear restrictions remain.
These reefs can hold wrasse and bastard trumpeter as fish, with crayfish and abalone in the habitat. A spear plan should centre on legal fish. Rock lobster is not a spear target, and protected seadragons and listed sharks are no-take.
Start at Adventure Bay if you want a conservative read on visibility and temperature. Use Cloudy Bay only when the ocean beach is genuinely settled. Save Fluted Cape for a fit team because the walk, cliffs, deeper kelp and current add load.
There is no general Tasmanian recreational sea fishing licence under Australian state-by-state rules, but NRE rules still apply.
