Beachsafe describes a 200 m sand and cobble beach fronted by 100 m wide intertidal rock flats, then reef further out. About 0.5 to 3.5 m by bathymetry. The Swan Island research area, about 15 km away, is closed to spears (NRE Tas).

Cape Portland is in TAS. No licence to spear finfish in Tasmania — but a Recreational Sea Fishing Licence is needed to dive-take rock lobster or abalone.
