Spearfishing in Cyprus

Cyprus is the warm, clear corner of the eastern Mediterranean: 27–29 °C water in high summer, visibility that routinely runs 20–40 m and reaches 30 m+ on the open reefs, and a long season from spring into late autumn. The meltemi that blows out the Aegean barely reaches here, so blown-out days are fewer than on the Greek islands. Grouper and dentex hold on the deeper reefs, sea bream and barracuda work the rocky shallows.

One thing sets Cyprus apart: the island is politically divided. This guide covers only the Republic of Cyprus, where the DFMR runs the rules. It explains the licence, the protected species and distances, where you cannot dive, and the sensitive north and the UK Sovereign Base Areas — then links to a daily go / marginal / no-go forecast for every city.

The rules — and the DFMR licence

Cyprus does require a licence, and applying is quick and online. Everything below is Republic-of-Cyprus rule under the DFMR (Department of Fisheries and Marine Research).

Protected species, sizes and limits

Cyprus enforces EU/DFMR minimum sizes and a 5 kg + 1 daily bag. The grouper is the species to handle with care.

Seasons, wind and visibility

Tides are tiny (20–40 cm), so the wind and swell make the call. Summer is mostly calm with local sea-breezes; the SE coast around Ayia Napa, Protaras and Cape Greco is the most sheltered and the clearest. Limassol's south coast is exposed to the SW; Paphos, Akamas and Polis catch W and NW swell. Winter storms come mainly from the W/SW.

Water runs 27–29 °C in July–August, 20–24 °C in spring and autumn, and 16–19 °C in winter, so it's a year-round fishery with a summer thermocline that pushes grouper deeper. Visibility is excellent — 20–40 m is normal, best in the SE.

The north and the UK bases — jurisdiction

This guide and its cities cover only the Republic of Cyprus. The north of the island is under Turkish occupation and is not administered by the Republic; it runs its own separate permit regime. We do not list it as product coverage, and a Republic-of-Cyprus DFMR licence does not apply there.

Two UK Sovereign Base Areas — Akrotiri (west, including Lady's Mile, Cape Gata, Episkopi Bay) and Dhekelia (east, Pyla to Cape Pyla) — border popular shore-diving. They are British territory with their own legal system, patrolled by a combined SBA maritime unit. Their fisheries rules broadly track Cyprus law, but enforcement is by the SBA and the standing of a Republic-of-Cyprus DFMR licence inside SBA waters is not guaranteed. Treat any SBA-water spot as an advisory zone and check locally before you dive.

Safety

Dive with a buddy, one up and one down, and stay within sight. Fly your red-flag buoy — boat traffic off the tourist beaches is heavy in summer. Respect the swimmer-distance rules (100 m). The summer thermocline means warm surface water over a cold layer, so plan your depth and don't push a breath-hold on a hot day. Cyprus water is warm, but long sessions still chill you — dress for it.

Limassol

Limassol — warm, clear eastern-Med water; a long season, mind the DFMR distance rules.

Famagusta

Famagusta (Ayia Napa) — the island's clearest water at Cape Greco; the headland is a protected no-take area.

Frequently asked questions

Rules current as of 2026 — Cyprus requires a DFMR 'Spear Gun' licence (~€30/yr, licence.dfmr.moa.gov.cy), 16+, breath-hold only, no lights/night, dive buoy, keep ≥100 m from swimmers and ≥500 m from harbours, 5 kg + 1 fish/day. Cape Greco and the DFMR reserves are protected. Always confirm locally before you dive.

Do I need a licence to spearfish in Cyprus?

Yes — the DFMR 'Spear Gun' licence, applied for online at licence.dfmr.moa.gov.cy (~€30–35/yr, approved within about two working days, paid via JCC). Minimum age 16, freediving only, no lights, no night. It expires on 31 December of the year it was issued.

Is my Cyprus licence valid in the north or in the UK bases?

No for the north — it is not administered by the Republic and has its own permit regime; we don't cover it. Can I take a grouper in Cyprus?

Only above ~40–45 cm and one per day. The dusky grouper is IUCN-threatened and badly depleted across the Med, so many spearos release it. Bluefin tuna, swordfish and sharks are off-limits entirely.

When is the best season and the clearest water?

It's a year-round fishery — water is 27–29 °C in summer, 16–19 °C in winter. Visibility of 20–40 m is normal and best on the sheltered SE coast (Ayia Napa, Protaras, Cape Greco). The meltemi barely reaches Cyprus, so calm days are common; the W/NW (Paphos, Akamas) gets more swell.

Where is spearfishing banned in Cyprus?
