An easy shore dive over pilings and a 1970s tyre-and-concrete reef, 3–12 m: lingcod, kelp greenling, perch and sculpin. In Marine Area 9 rockfish are release-only — do not spear them.
Marowstone Point is a shore entry about 5.5 km from Port Townsend. Marker position: 48.097° N, 122.691° W. Maximum depth is around 13 m. Look at the sea state from shore first and turn back if it is rough.
Google MapsCobble and boulder point under the Marrowstone Point light where Admiralty Inlet turns into Puget Sound, 5-20 m. Lingcod, kelp greenling and flatfish work the drop-off; lingcod season in Puget Sound is short (spring) and rockfish must be left alone.

US spearfishing law is state-by-state. License, spearable species, powerhead rules and distances vary; federal sanctuaries (Gray's Reef, the Keys, Flower Garden Banks) ban spearfishing. Always confirm with the state agency and local ordinances.

Strait of Juan de Fuca shore dives off Fort Worden and Point Wilson — lingcod and kelp greenling on slack water; MA9 rockfish are release-only. Yes — in Port Townsend almost certainly, but the licence is the STATE's, not a federal one: nearly every coastal state requires its own saltwater fishing licence, and several add a free registration or an extra endorsement on top (Florida's free State Reef Fish Survey for reef fish, Texas's saltwater endorsement, California's Ocean Enhancement Validation). Hawaii asks nothing of residents and charges visitors the NRMFL.
