Google MapsSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.
Cameras, map and reference — to hand as you come up.
Check the cam BEFORE you leave. Foam, brown/green murk, or waves washing the entry rocks = No-go. At night/in fog the cam is useless — treat it as «unknown», NOT «green».
Rules change. Before heading out, get the DINARA sport-fishing permit and respect the black-corvina closure and minimum sizes.
Punta del Diablo is more exposed and less sheltered than La Paloma, but it has true salty Rocha water. The town rocky point is the first check; Cerro Rivero and the outer La Viuda restinga add shallow channels when the sea settles. South to southeast swell can shut everything down. North wind after a calm spell is the clean-water sign. Avoid Cerro Verde and Islas de la Coronilla as sensitive protected-area ground tied to green turtles.
There is no harbour exit to save a bad call. Walk the rocks first and skip any washed-out restinga.

North wind and falling S/SE swell are the main clues. DINARA sport-fishing rules apply, with special care around black corvina closures and protected fauna. Sargo, corvina, flounder and grouper are realistic, but Cerro Verde should be treated as no-take because of SNAP and turtle sensitivity.
