Open the seafloor mapDense Point Loma kelp canopy, 12–18 m, boat access: the spring white seabass run and summer yellowtail. Cold water at 14–18 °C and current through the channel — bring a thick suit. Outside the reserves, but still check the CDFW chart.
Google MapsShore entry below the Sunset Cliffs bluffs: reef and kelp from 2 to 11 m holding calico bass, sheephead and lobster, with light pressure. North of the no-take Cabrillo SMR — confirm the line before entering. Abalone is closed statewide in California.

Check the cam BEFORE you leave. Foam, brown/green murk, or waves washing the entry rocks = No-go. At night/in fog the cam is useless — treat it as «unknown», NOT «green».
SpainSubmerged boulder topping out around 3 m and dropping to 11 m: calico bass, sheephead and a spring white seabass run. The no-take Cabrillo SMR starts about 2.6 km south — do not drift that way. A California licence is required.
Google MapsDrowned Ice-Age sea cliffs about a mile off Point Loma, along the seaward edge of the kelp bed, 20-35 m. Walls, deep cracks and crevices hold calico bass, sheephead and lingcod; boat or kayak only, and stay well clear of the Cabrillo State Marine Reserve, which is closed to take.
Google MapsThe long rubble jetty on the south side of the San Diego Bay entrance, 3-9 m along its outer face. Sand bass, calico, halibut and lobster sit in the rock; boat or kayak access only, ship traffic is heavy and the water between Ballast Point and Zuniga is a restricted Navy area.
Google MapsSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.
US spearfishing law is state-by-state. License, spearable species, powerhead rules and distances vary; federal sanctuaries (Gray's Reef, the Keys, Flower Garden Banks) ban spearfishing. Always confirm with the state agency and local ordinances.
San Diego (Point Loma) has rock entry points such as Garbage Beach (Sunset Cliffs), New Hope Rock and 6 Fathoms (Point Loma kelp). Point Loma kelp — white seabass, yellowtail and lobster over shore- and boat-access reef, well north of the Cabrillo SMR. Below you'll find each spot (access, shelter and hazards) and today's forecast.

Yes — in San Diego (Point Loma) almost certainly, but the licence is the STATE's, not a federal one: nearly every coastal state requires its own saltwater fishing licence, and several add a free registration or an extra endorsement on top (Florida's free State Reef Fish Survey for reef fish, Texas's saltwater endorsement, California's Ocean Enhancement Validation). Hawaii asks nothing of residents and charges visitors the NRMFL. What may be speared, and with what gear, is state law too — the price and the details depend on the state, so read the «Law» block below.
