Rules change and fees/seasons are updated yearly. Before heading out, check the Ministry of Agriculture fisheries portal (ribarstvo.mps.hr) and get the SPORT licence (the annual via HSSRM/a club); a speargun without it is illegal.
Žirje is an exposed-edge plan. Kakan / Bisaga near Kaprije is a cluster of islets, listed for dentex and black bream. Rt Gradina on the southwest side is a rocky cape with current, listed for dentex, dusky grouper and amberjack. Pličina Blitvenica is an isolated offshore reef, listed for dentex, amberjack and bonito. Access and numeric depths are not described, and all three rows are medium with a yellow safety rating. Blitvenica should be treated as the strictest weather window, not as a fallback.
The spots move from islets to current cape to offshore reef. That change in exposure is the practical structure of the plan.

The local aspect is about 210 degrees, with a bad sector of 120-240 degrees and the worst direction around 180 degrees. No webcam, river plume or nearby buoy is listed, so the sea check has to be conservative. Under NN 48/2026, Croatian speargun fishing requires the sport sea-fishing licence; the ordinary recreational licence does not cover it. It is breath-hold only, daylight only, minimum age 16, with a marker buoy and no more than two spearguns per diver. Dusky grouper is closed from 1 July to 31 August and limited to one specimen outside the closure.
