Spearfishing in Peru

Peru is a long coast under the cold Humboldt current, split into three thermal bands: the tropical north (Máncora, Cabo Blanco, El Ñuro) with warm, clear water; the centre (Lima, Huanchaco) of strong upwelling; the cold south (Paracas → Ilo). Recreational apnea spearfishing needs NO licence (SPDA 2021/IMARPE diagnosis), but the regulation was never enacted — follow PRODUCE. Breath-hold only; the catch may not be sold.

The common thread along the whole coast is reading the water: Humboldt's cold and clarity, the viento-paracas in the south, and El Niño (now active), which warms the water and shifts the species. This guide sets the law straight, walks the three bands north to south, and links to a daily go / borderline / no-go forecast for every city.

The rules in brief

Recreational apnea spearfishing in Peru is formally free, but it's a «freedom resting on an un-enacted regulation» — the status can change. The essentials:

Humboldt, three bands and El Niño

Warm north (Tumbes/Piura: Máncora, Cabo Blanco, El Ñuro) — a tropical set, water 19–24 °C, clear almost year-round, 3 mm suit. Centre (Lima/Áncash/La Libertad) — strong upwelling, water 14–18 °C, 5 mm suit, the window read by wind and swell. South (Paracas → Ilo) — the coldest (13–16 °C), 7 mm, but rich — rocky negrillo, vieja and corvina.

El Niño is now developing (Niño 3.4 warming): tropical species shift south, the upwelling weakens, the water warms — each band's target set drifts, and coastal murk after rains rises. In the south (Pisco–San Juan), the viento-paracas: a strong S/SE that builds swell and shuts the exposed spots. Check the ENSO banner and the city forecast before you go.

No-take zones

Inside marine reserves fishing is allowed only in Aprovechamiento Directo (AD) zones; in the núcleo/wilderness zone it's banned. Stay clear of the rings: RN Mar Tropical de Grau (2024, north — núcleo at Máncora/Cabo Blanco/Punta Sal/Isla Foca; El Ñuro — a de-facto no-fishing turtle zone); RN Paracas — 100 m around San Gallán and Independencia islands; RN San Fernando — 50 m (Punta San Fernando) and 100 m (Gallinazo, Marmolera, Los Ingleses) buffers. On the RNSIIPG guano islands you may fish only in AD zones, without disturbing birds and sea lions.

Species, sizes and closed seasons

There are no recreation-specific sizes in Peru, but PRODUCE's general minimum sizes and closed seasons apply to everyone. Spearfishing trophies — mero murique (protogynous, vulnerable), vieja/pejeperro and negrillo (south): take sparingly or release. Figures below are from the PRODUCE list.

Seasonal calendar

The north (Máncora, Cabo Blanco, El Ñuro) is warm and clear almost year-round — the base for any month. In the centre and south the season is set by Humboldt: the best window is the austral summer, when the upwelling eases. With El Niño active, the whole picture warms 1–3 °C and species shift south. Safety

Never dive alone — a buddy on every dive against blackout. The south is cold (7 mm), the viento-paracas builds swell — watch the sector wind. With El Niño active, coastal murk rises after rains. Mark yourself with a dive buoy, stay away from ports and channels. The per-city forecast helps you pick the safe day.

Nord del Perù

Peru's tropical north (Máncora, Cabo Blanco) — the country's warmest, clearest water, outside the Humboldt cold; RN Mar Tropical de Grau.

  • El ÑuroSantuario di tartarughe verdi su reef corallino: nuotarci accanto al molo è la cartolina, ma lì la cattura è vietata — caccia solo sui reef esterni.
  • Cabo BlancoLeggenda del big-game (qui pescava Hemingway): dove l'Humboldt freddo incontra la corrente calda, abbondanza brutale su roccia e la vecchia piattaforma.

Perù centrale

Central Peru (Lima, Huanchaco, Paracas) — cold, rich Humboldt water, S/SE upwelling, Paracas NR.

  • TalaraCittà petrolifera presso Punta Balcones, il punto più occidentale del Sudamerica; roccia produttiva dove già arriva l'acqua fredda dell'Humboldt.
  • PaitaAmpia baia aperta a nord e quindi riparata dal mare di sud; Isla Foca, Yacila e La Islilla offrono roccia e leoni marini, nel settore riserva Grau.
  • PimentelMolo storico e spiaggia di sabbia nel Lambayeque, con le caleta di Santa Rosa e San José accanto; costa aperta, visibilità media e vento costante.
  • PacasmayoMecca del surf sinistro lungo con molo centenario; costa molto esposta al mare di SW, le finestre di caccia sono rare — cerca il riparo dei frangiflutti.
  • HuanchacoIl paese surfista dei 'caballitos' di giunco presso Trujillo; spiaggia aperta di sabbia, meglio immergersi sulle punte e verso il porto di Salaverry.
  • ChimboteIl maggior porto d'acciughe del paese: la baia del Ferrol è torbida e inquinata, quindi si va fuori, a Isla Blanca e nella baia di Samanco.
  • Casma / TortugasLa baia di Tortugas è un ferro di cavallo riparato e pulito, il miglior rifugio sub dell'Áncash — acqua chiara dove il resto della costa centrale s'intorbida.
  • AncónLocalità di baia riparata a nord di Lima, con il relitto 'El Ferrol' coperto di granchi presso Isla Grande — si scende solo con barca e guida.
  • Callao / La PuntaLa penisola di La Punta e, a dieci miglia, le isole Palomino e Cavinzas con le colonie di leoni marini; in città, la Costa Verde di Miraflores–Chorrillos offre caccia lungo i frangiflutti.
  • Punta HermosaReef da surf a sud di Lima con una scena di pesca in apnea attiva; costa rocciosa esposta, meglio in calma e con poco mare di SW.
  • PucusanaL'ammiraglia di Lima: caletta di pescatori riparata dall'Isla Chuncho, con una parete di circa 30 m — il polo di apnea e caccia della capitale.
  • Cerro AzulPunta da surf e molo a Cañete, con isolotti e roccia davanti alla spiaggia; costa aperta al mare di sud, buone finestre in calma.

Sud del Perù

South Peru (Marcona, Mollendo, Ilo) — the country's coldest water and strongest Humboldt upwelling.

  • Paracas / PiscoBaia riparata nella riserva di Paracas: i 100 m attorno a San Gallán e alla baia di Independencia sono no-take — caccia solo nelle zone d'uso, e attento al viento Paracas che intorbida il pomeriggio.
  • San Juan de MarconaBaie rocciose d'acqua fredda e produttiva, terreno da trofei di roccia; accanto, Punta San Juan ospita la maggior colonia di pinguini di Humboldt del Perù — zona cuscinetto.
  • CamanáLunga spiaggia estiva arequipeña con le rocce di La Punta a un'estremità; la foce del fiume Camaná intorbida, meglio cercare roccia lontano dall'alveo.
  • IloPorto del sud con cale rocciose per la caccia in apnea — Catarindo e Pocoma sono classici; Punta Coles, accanto, è riserva di leoni marini e pinguini.
  • Boca del RíoL'estremo sud del Perù, a Tacna: roccia e sabbia con tradizione di pesca sportiva (corvina, sogliola, bonito) a Playa El Diablo e Los Palos; costa fredda ed esposta.

Can I spearfish on scuba?

In practice, no. The norm in Peru ≈ apnea only; taking resources with a speargun on scuba/compressor is outside the recreational regime. The speargun may be rubber or pneumatic. Scuba/hookah needs a diver card (≤30 m) and is no longer recreational spearfishing.

Where can't I hunt?

In the núcleo of marine reserves. Stay clear of the RN Mar Tropical de Grau rings (north, at Máncora/Cabo Blanco/Punta Sal/Isla Foca; El Ñuro — a turtle zone), 100 m around San Gallán/Independencia in RN Paracas, and 50/100 m buffers in RN San Fernando. On the RNSIIPG islands only in AD zones, without disturbing birds and sea lions.

How does El Niño affect the hunting?

A lot. Under El Niño the water warms, the upwelling weakens, tropical species shift south — each band's target set changes. Clarity can rise in open water, but coastal murk after rains rises too. Check the ENSO banner and the water temperature in the city forecast.

Where's the best visibility, and when?

The tropical north (Máncora, Cabo Blanco, El Ñuro) gives warm, clear water almost year-round — the best base. In the centre and south the window is read by wind and swell (Humboldt), the best days in summer (Dec–Mar), when the upwelling eases. Pick the day by the city forecast.

Which species are off-limits?

Permanent nationwide ban: seahorse (present on the Máncora/El Ñuro reefs), whale shark and giant manta ray. There are also seasonal closures: chita — all December, lorna — all April. Mero, pejeperro and negrillo aren't banned, but they're vulnerable — take sparingly.
