Spearfishing in Türkiye
Türkiye is a treasure for the spearo: clear Aegean and Mediterranean water, warmth, rocky coves, grouper and dentex. But the most important rule is the one most foreigners miss — a TOURIST cannot freely dive and spearfish on their own. The lawful path: with a licensed av-turizmi boat/guide, or with a permit obtained from the local agriculture (il/ilçe) müdürlüğü. The grey area is wide in practice, but this is the official rule — knowing it is the safe, correct thing. This guide sets the current rules straight.
The common thread everywhere is the same: read the sea, and above all the wind. Tides are negligible in Türkiye; the wind decides. This guide explains the rules, shows where to dive in each region, and links to a daily go / borderline / no-go forecast for every city.

The current text: the 6/2 recreational-fishing tebliğ (Official Gazette 32629, in force 1 Sep 2024 – 31 Aug 2028). The critical points:
- TOURISTS cannot hunt freely on their own. A foreign tourist does NOT automatically have the right to spearfish alone from shore. The lawful path: (a) with a licensed boat/guide holding an av-turizmi (6/1) permit, OR (b) with a permit from the local il/ilçe agriculture müdürlüğü. "I just dived and hunted" is not safe — go with a licensed guide/permit.
- Breath-hold (apnea) + snorkel only. Scuba, narghilé, dive regulator, spare air = BANNED (art. 16/4-b). Night ban: no speargun hunting between sunset and sunrise (art. 16/4-a); hunting lights are banned too. Buoy MANDATORY: a marker buoy showing the diver's position is required (art. 16/4-c).
- Daily limit: for weight-limited species, ≤ 5 kg per person total (a single fish over 5 kg is still legal); for count-limited species, a mixed total of ≤ 3 fish. Diving-to-hunt is banned inside ports, marinas and fishing shelters (art. 17/4). Swim zones: 1 Apr–15 Nov, hunting is banned inside buoyed swim areas within ≤200 m of shore.
Orfoz is FULLY BANNED; lagos is tightly limited
Orfoz (dusky grouper, Epinephelus marginatus) is FULLY BANNED — it sits in Çizelge 1 of the 6/2 tebliğ (RG 32629): zero take, any method, any size. Lagos (white grouper) is legal but tightly limited: min 50 cm, max 1 per day by speargun, closed season 1 Jun–31 Aug (Çizelge 7). And our honest advice on lagos is: leave it too — groupers are slow-breeding and long-lived; shooting a big one means losing a generation from a reef.

Invasive and venomous species
Two species to know in the eastern Mediterranean:
- Pufferfish (balon balığı) ☠️: carries tetrodotoxin — colourless, odourless, not destroyed by cooking, no antidote. NEVER EAT IT. The amateur rule is counter-intuitive: you must kill the pufferfish and return it to the open sea — BRINGING IT ASHORE/TO A HARBOUR IS BANNED, with a fine. The "you get a reward for shooting it" line is NOT true for amateurs (the payment is only for commercially licensed boats). Mind its strong beak.
- Lionfish (aslan balığı): an invasive species, common around Antalya/Mersin/Muğla/Kaş-Kekova. CAUTION: it has venomous spines — a sting is very painful (first aid: hot water 43–46 °C). There is NO official free-culling permit or bounty for amateurs — don't say "shoot it freely for money". This is a safety and ecological-awareness note only: if you meet it, mind the spines.
No-take zones
- The 6 Gökova Gulf no-take areas (Akbük, Akyaka, Çamlık, Boncuk-Karaca, İngiliz Limanı, Bördübet): ALL fishing/hunting fully banned (RG art. 17/1, by coordinates).
- Kaş-Kekova and Kızılliman protected areas: coordinate-defined coastal no-hunt points (art. 17/1); check the boundaries. Monk-seal caves: waiting at the entrance, diving and hunting are banned (art. 17/2).
- Gallipoli (Çanakkale 1915) war-grave wrecks: historical/cultural heritage — diving-to-hunt is BANNED (art. 17/3). Foça protected area (monk-seal) and naval military exclusion zones (art. 17/5): hunting banned.
Regions, season and water
The Aegean and Mediterranean coasts have the clearest water and longest season: late spring to autumn, summer most reliable; the water climbs to 25–27 °C in summer (3 mm is enough). Kaş, Kekova and around Gökova are rocky and deep; İzmir–Muğla is varied. The Black Sea is another world: cold, often murky (river mouths), a short summer window — 5–7 mm is needed and visibility drops often. Tides are negligible in Türkiye; everywhere, find the lee of the wind (meltem, poyraz, lodos).
Dove immergersi, per regione
Marmara
Il mar di Marmara (Çanakkale, Erdek, le isole): riparato dall'onda oceanica ma acqua a due strati — uno strato salato e freddo mediterraneo in profondità, con termoclino. Più calmo dell'Egeo.
- Çanakkale — Uno degli stretti più trafficati al mondo: i Dardanelli sono traffico navale costante e corrente forte — un’arena dura per la pesca in apnea.
- Gelibolu — Penisola di Gelibolu: Mar di Marmara da un lato, Golfo di Saros dall’altro.
- Erdek — Erdek, sulla penisola di Kapıdağ, è la migliore zona continentale del Marmara: promontori, scogliere rocciose, orata/sarago/sarago fasciato.
- Isola di Marmara — L’Isola di Marmara ha alcune delle acque più limpide del Mar di Marmara — in profondità è possibile una visibilità fino a 15–20 m, molto superiore alla terraferma.
- Isola di Avşa — Avşa è l’isola-rifugio estiva di Istanbul — più pulita della terraferma, visibilità di solito 5–12 m.
- Şarköy — Şarköy (Mürefte) è la costa ovest di Tekirdağ — molto più pulita del centro di Tekirdağ, essendo lontana dall’epicentro dell’industria e del müsilaj.
Egeo Settentrionale
L'Egeo Settentrionale (Ayvalık, Dikili): acqua limpida, isole e scogli. Il meltemi — il forte vento estivo da nord — comanda la giornata; prendi le finestre del mattino.
Smirne
Il golfo di Smirne e le penisole (Çeşme, Urla, Karaburun, Foça): roccia, scogli, acqua trasparente. Il meltemi alza i capi esposti, ma golfi e cale sottovento restano praticabili.
- Foça — Foça: visibilità 5–9 m, punte rocciose e piccole insenature.
- Çeşme — Çeşme: la migliore visibilità dell’Egeo (6–12 m), acqua aperta e limpida e deriva da vento.
- Urla — Urla è la costa interna del Golfo di İzmir: posidonia + roccia, visibilità 4–8 m.
- Karaburun — Karaburun + Mordoğan: la migliore zona d’immersione di İzmir — 8+ punti con nome, due relitti di traghetti (Alaybey, 9 Eylül) e visibilità eccellente.
- Sığacık — Sığacık / Seferihisar: 20+ punti d’immersione, ma la maggior parte è in barca dalla marina.
- Kuşadası — Kuşadası: attorno alla città visibilità 4–8 m, molo di Güvercinada e rocce di Yılancı burnu.
Egeo Meridionale
L'Egeo Meridionale (Bodrum, Datça, Marmaris): acqua calda e trasparente e una costa frastagliata piena di cale sottovento. Il meltemi è più debole che a nord — una delle migliori zone polivalenti della Turchia.
- Didim — Didim (Altınkum): la punta di Tekağaç è detta «rocce ideali»; il dentice sale a 1 m, cernia, sarago, leccia stella.
- Bodrum — Bodrum: visibilità 6–12 m, insenature di Bardakçı e Akvaryum, Kızılburun.
- Gümüşlük — Gümüşlük: visibilità 8–12 m, dentro «come un lago», riparato, le punte esterne prendono il meltemi.
- Turgutreis — Turgutreis: ricciola (amberjack) da maggio a settembre a 15–40 m.
- Datça — Datça: l’acqua più limpida dell’Egeo turco (visibilità 10–20 m); sulla scogliera profonda, cernia bruna/cernia dorata (⚠️ colpire la cernia dorata è VIETATO — solo guarda, lasciala).
- Marmaris — Marmaris: nelle insenature esterne visibilità 6–12 m — İçmeler, Turunç, Kumlubük/Amos, Sarı Mehmet Burnu.
Mediterraneo Occidentale (Turchia)
Il Mediterraneo Occidentale turco (Fethiye, Ölüdeniz, Kalkan, Kaş): acqua calda e cristallina, falesie e pareti, stagione molto lunga — una mecca dell'apnea. Attento al pesce leone invasivo (spine velenose).
- Fethiye — Tra le acque più limpide della Turchia, visibilità 15–25 m.
- Ölüdeniz — Visibilità 20 m+, ma la zona di pesca è stretta: la laguna interna è Parco Naturale — pesca in apnea VIETATA.
- Kalkan — A ovest della SEPA, del tutto legale e tra le acque più limpide della Turchia (visibilità 20–30 m).
- Kaş — L'acqua più limpida della Turchia (25–30 m+), ma la pesca è legale SOLO A OVEST di Uluburun (~36.
- Demre — Tutta la Kekova è no-take: pesca solo sulla costa aperta A OVEST della zona.
- Finike — La marina è un bacino vietato — la pesca è sui fianchi: Oruç Reis Koyu, Gökliman/Çağıllı e il tratto est verso Kumluca.
- Kemer — Una costa rocciosa dove i Beydağları scendono a picco: il bordo di roccia di Ayışığı, Tekirova (Üç Adalar in barca) e Ceneviz Koyu.
- Adalia — Una costa di grande città; la pesca vera: le falesie di Falez, l'estremità ovest di Konyaaltı, le scale di roccia di Lara e Sıçan Adası (soprattutto in barca).
Mediterraneo Centrale (Turchia)
Il Mediterraneo Centrale turco (Antalya, Side, Alanya, Mersin): acqua calda, roccia e sabbia, stagione lunga. Sempre più pesce leone; molti bagnanti d'estate, rispetta le distanze.
- Side — Un borgo dal porto antico; pesca sulla punta di roccia a ovest e a Kumköy/Sorgun.
- Alanya — I due lati della penisola del castello e la costa a ovest verso Konaklı.
- Gazipaşa — Una zona più tranquilla, preferita dai pescasub: le rocce a SE della foce del fiume, le piscine naturali di Koru e la punta est.
- Anamur — L'estremità più a sud dell'Anatolia: Anamur Burnu/faro, le rovine di Anemurium e le rocce di İskele.
- Bozyazı — L'habitat di cernia più famoso della Turchia — proprio per questo devi essere ultraconservativo (regola di uno al giorno col fucile, in pratica non prenderne).
- Taşucu — L'ingresso più pulito è Boğsak a ~10 km a ovest: Boğsak Koyu, Boğsak Adası e İncekumburnu.
- Kızkalesi — Davanti al castello marino: Korsan/Şövalye Koyu (<10 m basso), l'estremità ovest di Korykos e Kurt Burnu (una parete fino a 40 m, corrente, avanzato).
- Mersina — La pesca vera NON è il porto ma i distretti occidentali: le rocce di Erdemli, Yapraklı Koyu, Susanoğlu/Atakent.
Mar Nero Occidentale
Il Mar Nero Occidentale (Amasra, Şile, Kefken): acqua fredda, verdastra e torbida, quasi senza marea, forte apporto dei fiumi dopo la pioggia. Una breve stagione estiva per i motivati — porta una muta spessa.
- Şile — Il Mar Nero è freddo e senza maree, visibilità 3–8 m (peggio alle foci e nelle fioriture).
- Ağva — Un piccolo borgo del Mar Nero tra due fiumi (Göksu/Yeşilçay).
- Kefken — La zona di pescasub popolare di Kocaeli: Kefken Adası (nuoto/barca) e Yeşil Koy.
- Amasra — La struttura migliore del Mar Nero occidentale: punte, isolotti e la foce dello stretto di Bartın — una vera meta (Bartın/İnkumu confluiscono qui).
- Kurucaşile — La migliore costa rocciosa del Mar Nero occidentale: il frangiflutti, Kapisuyu e Tekkeönü.
- Cide — L'insenatura di Gideros (un porto naturale chiuso!
Mar Nero Centrale
Il Mar Nero Centrale (Sinop, Samsun, Ünye): acqua fredda e verdastra, senza marea, la penisola di Sinop che ripara entrambi i lati a seconda del vento. Estate corta, più torbida del Mediterraneo.
Mar Nero Orientale
Il Mar Nero Orientale (Trabzon, Rize, Hopa): l'acqua più fredda e torbida della Turchia — i fiumi di montagna scaricano limo a ogni pioggia. La stagione più corta; immergiti 2–3 giorni asciutti dopo, lontano dalle foci.
- Ünye — Un borgo del Mar Nero orientale: Çamlık, il frangiflutti e Uzunkum.
- Ordu — Il piede di Boztepe e la costa rocciosa di Güzelyalı/Efirli.
- Giresun — Il frangiflutti, Batlama e attorno all'Isola di Giresun.
- Tirebolu — La punta di roccia del castello di San Giovanni e le rocce ovest della spiaggia.
- Trabzon — Akçaabat, il frangiflutti di Faroz e Yomra.

Legally you may take max 1 orfoz or lagos per day by speargun (combined) — so it isn't fully banned. But we honestly say DON'T: the dusky grouper is slow-breeding and vulnerable, stocks are depleted and many restaurants won't take it. Leave a big grouper — you protect a reef's future.
