Spearfishing in Uruguay
Uruguay's coast splits at the Punta del Este–Punta Rasa line. The west (Río de la Plata estuary: Colonia, Montevideo, Atlántida) is brackish, turbid water — weak for spearfishing on visibility. The east (Atlantic Maldonado and Rocha: Piriápolis, Punta del Este, José Ignacio, La Paloma, La Pedrera, Punta del Diablo) has rocky bottoms and clearer water — the real spearfishing arena. There's no specific spearfishing regulation (Ley 13.833 + Dto 149/997, DINARA); apnea, for personal use, not for sale.
The common thread is reading the water: the sudestada (an SE storm with surge) is the key safety factor, the Plata plume clouds the west, and the best islands are locked by SNAP zones. This guide sets the law straight, walks west to east, and links to a daily forecast for every city.
Amiral gemisini aç — Punta del Este →The rules in brief
Uruguay is a liberal regime: no separate daily/piece limits or minimum sizes specific to recreational spearfishing. Only these apply: the black-corvina closure, the SNAP zones and the ethics of vulnerable species. The essentials:
- Spearfishing is on apnea, with a speargun (rubber or pneumatic); there's de-facto no specific licence for recreational apnea spearfishing (the «pesca desde tierra» permit is frozen and doesn't apply to apnea). The catch is for personal use, sale is restricted.
- Mark yourself with a dive buoy/flag (Prefectura Naval), away from swimmers and channels. DINARA's commercial minimum sizes (e.g. corvina 32 cm) are formally for trade, but it's ethical to respect them.
- Marine mammals (fur/sea lions, dolphins, southern right whale) and sea turtles are protected — not a target, don't hunt near the haul-outs.
Turbid west, clear east
The main gradient is west↔east. The west (Colonia, Montevideo, Atlántida) is the Plata estuary: nearly fresh, turbid, poor visibility — those cities are honestly flagged turbid. East of Punta del Este (Rocha) is salty Atlantic, rocky reefs (restingas), clearer water: sargo, mero, pargo, conger. The Paraná plume and S/SE wind carry murk onshore; N/NW clear it.
No-take zones (SNAP)
The best islands are reserved by SNAP. Isla e Islote de Lobos (National Park, Dto 233/024, 40 km², Uruguay's first oceanic MPA) — hard no-take: no landing and no extraction, a sea-lion haul-out. Cerro Verde e Islas de la Coronilla (Rocha) — spearfishing is expressly banned, hard no-take. Cabo Polonio (National Park) — advisory: fishing only where and how the ranger allows; near the islands, effectively not. Hunt the reefs outside the núcleo (Punta del Diablo, La Pedrera, La Paloma breakwater, José Ignacio).
Species and seasons
Target #1 — sargo (about 80% of the spearfishing catch), rocky, almost year-round, classic in autumn-winter. Main trophy — mero/dusky grouper (Epinephelus marginatus): rock caves, best autumn-winter, IUCN — vulnerable → take 1, better release. Black corvina — an annual closure (all methods) at the river mouths ~Nov–15 Jan. Pez limón — a summer pelagic.
| Species | Season / status |
|---|---|
| Sargo | year-round; peak autumn-winter + Jan |
| Dusky grouper (mero) | autumn-winter; vulnerable, take 1 |
| Red porgy, codling, conger | year-round, rocky |
| Black corvina | CLOSED ~Nov–15 Jan (mouths) |
| Yellowtail amberjack | summer (Oct–Mar) |
Seasonal calendar
Spearfishing in Uruguay works year-round, but the window and the trophies move by season, and the east (Rocha) is always clearer than the west. Autumn-winter is the classic for rock fish, summer brings warmth and pez limón, but more sudestada. Month by month (southern hemisphere):
| Period | Conditions and species |
|---|---|
| Dec–Mar (summer) | Warm water, clearest Rocha, the pez limón arrives; but the sudestada shuts the east more often. Black-corvina closure at the mouths until ~15 January. |
| Apr–Jun (autumn) | Classic: sargo and mero/dusky grouper on the reefs, steady water, the best days in the east. The water starts to cool. |
| Jul–Sep (winter) | Cold (10–14 °C, 5–7 mm), mero in the caves, fewer people; more storms, short windows. |
| Oct–Nov (spring) | The water warms, sargo peaks, the east comes alive; the black-corvina closure starts (~Nov) at the mouths. |
Safety
Never dive alone. The key factor is the sudestada: an SE storm with surge that shuts the eastern spots and makes rock entries dangerous. In winter the water is 10–14 °C (5–7 mm). The west is turbid — treat visibility as «unknown», not «green». Mark yourself with a buoy. The per-city forecast helps you pick the day.
Where to dive, by region
Uruguay · Río de la Plata
West Uruguay (Colonia, Montevideo) — Río de la Plata estuary: turbid water, sudestada; for completeness, little spearfishing.
- Atlántida — Atlántida, Canelones'in başlıca tatil beldesi, hâlâ Plata haliç suyunda: kuzey rüzgârı pencereleri dışında bulanık.
- Piriápolis — Uruguay'ın en eski beldesi Piriápolis, Plata'nın geçiş suyudur: değişken, kuzey rüzgârından sonra av pencereleri açılır.
Uruguay · Rocha (Atlantik)
East Uruguay · Rocha (Punta del Este, La Paloma) — Atlantic restingas, water clearing eastward; the spearfishing core.
Frequently asked questions
Rules current as of 2026 — there's no specific spearfishing regulation (Ley 13.833 + Dto 149/997, DINARA); it's breath-hold. Isla de Lobos and Cerro Verde/Coronilla (SNAP) are no-take; Cabo Polonio is advisory.
Do I need a licence?
De facto, no. There's no specific licence for recreational apnea spearfishing in Uruguay; the «pesca desde tierra» permit is a shore-artisanal category, frozen since 2015, and doesn't apply to apnea. Dive on apnea, with a buoy, for personal use (sale restricted).
Official source ↗Where is the clear water to hunt?
In the east — from Punta del Este into Rocha (Piriápolis, José Ignacio, La Paloma, La Pedrera, Punta del Diablo): salty Atlantic, rocky reefs, clearer water. The west (Colonia, Montevideo, Atlántida) is the Plata estuary, turbid, weak for spearfishing. N/NW wind clears the water, S/SE clouds it.
Where can't I hunt?
In the SNAP zones. Isla de Lobos (National Park, 40 km²) and Cerro Verde/Islas de la Coronilla — hard no-take, hunting banned. Cabo Polonio — advisory: only where and how the ranger allows; near the islands, effectively not. Hunt the reefs outside the núcleo.
Official source ↗What's the black-corvina closure?
The black corvina (Pogonias cromis) is long-lived and easily overfished. DINARA sets a precautionary closure every season (all methods, incl. spearfishing) in the rivers and lagoon mouths, usually from November to about 15 January. In that window don't take it at the mouths; outside the closure — the warm months.
Official source ↗When is the best season?
Sargo is taken almost year-round, classic in autumn-winter plus a late-spring–summer peak (Sep–Jan). Mero/dusky grouper — best in autumn and winter. In summer the water is warmer and the pez limón arrives, but the sudestada shuts the east more often. Pick the day by the city forecast.
What is the sudestada?
The sudestada is a persistent southeasterly storm that piles water onto the coast. It builds swell, clouds the water and makes rock entries/exits dangerous, especially in the east (Rocha). It's Uruguay's key safety factor — during a sudestada don't dive the exposed spots; wait for the N/NW, which clears the water.
Are there minimum sizes?
There are no recreation-specific minimum sizes in Uruguay: DINARA's minimum sizes (e.g. corvina 32 cm, codling, whitemouth croaker) are formally set for commercial fishing (Ley 13.833 + Dto 149/997), but it's ethical to respect them when spearfishing too. The key — don't take small mero/dusky grouper (vulnerable, IUCN), release the doubtful, and respect the black-corvina closure and the SNAP zones.
