Open in the appSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.
Rules change and vary BY STATE. Before heading out, check with your state's fisheries (NSW DPI, Fisheries QLD, VFA, DPIRD WA, PIRSA, NRE Tas, NT Fisheries) and the marine-park zoning map.
Spearfishing in Augusta is a contrast between bay water and exposed cape water. Flinders Bay by the boat harbour is the easiest listed entry, with shallow reef in 2-8 m. Hamelin Bay can be a legal shore entry outside the Ngari Capes sanctuary line, but the boundary needs a local check. Cape Leeuwin is the dramatic option and the least forgiving: 4-12 m reef, Southern Ocean swell and high shark-risk warnings.
Sort by exposure before fish. The bay gives room to decline a dive; the cape gives fewer second chances.

The coastline faces south, and the bad sector runs roughly 130 to 250 degrees. A west wind can help Flinders Bay, but it does not make Cape Leeuwin friendly when long-period swell is present. Read the bay first and leave the cape for exceptional days.
Fail closed. Hamelin Bay is described as legal outside the sanctuary, while Hamelin Island reef to the west is named as the sanctuary reference. That wording makes the boundary part of the dive plan. If DBCA or DPIRD mapping is unclear, skip it.
WA has no general recreational shore licence under Australian state-by-state rules, but boat activity can require the RFBL. DPIRD size and bag limits apply. West-coast demersal settings matter for dhufish and related bottom fish, with a closure noted through spring 2027 for that bioregion.
The city notes mention high shark risk at the cape and stingrays at Hamelin Bay boat ramp. Add the AU gear rule that rock lobster may not be speared. Fish clear shallow reef, avoid long bloody tows, and save crustaceans for legal non-spear methods.
