Google MapsSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.

Rules change and vary by state. Before heading out, check on gov.br (recreational licence, MPA) and the state closed seasons/sizes; apnea only, goliath grouper is banned.
MERO TOTAL MORATORIUM comes first in Fortaleza: do not shoot goliath grouper. The second rule is Pedra da Risca do Meio. The offshore reef is a marine state park, about 18 km out, and SEMACE lists spearfishing as prohibited there, so it is not a hunting spot. The usable coastal option is Praia do Futuro sandstone reef, outside the park and the port channel, with 5 to 12 m stated depth. Water is warm, 27 to 29 °C, and mornings in the dry season are the better window. Use the gov.br recreational licence route, no fee figures here, and apnea only.
This is a boundary-first city: remove Pedra da Risca do Meio and the port channel from the plan. The remaining lane is coastal sandstone reef, with trade wind and tide checked before entry.

The local window is morning in the dry season, July to December. Water is warm at 27 to 29 °C, but the north-facing coast takes strong trade wind, and the roughly 2.3 m mesotidal range changes current over the sandstone. Legally, Pedra da Risca do Meio is closed to spearfishing, while national rules require the gov.br recreational licence, apnea-only spearfishing, no stale fee amounts, and species checks. Goliath grouper remains fully banned.
