Check the cam BEFORE you leave. Foam, brown/green murk, or waves washing the entry rocks = No-go. At night/in fog the cam is useless — treat it as «unknown», NOT «green».
US spearfishing law is state-by-state. License, spearable species, powerhead rules and distances vary; federal sanctuaries (Gray's Reef, the Keys, Flower Garden Banks) ban spearfishing. Always confirm with the state agency and local ordinances.
Spearfishing Homer is the cold-water outlier in this city group. The best local idea is not the convenient Spit first, but the clearer across-bay side: Kachemak Bay State Park rocky points have kelp, rock, lingcod and rockfish habitat. Bluff Point is a rocky west-side option, and the Homer Harbor breakwater is the easy access fallback for small rockfish and greenling, but inner bay water can be glacial-turbid. Alaska rules allow spear or speargun without explosive charge for halibut, rockfish and lingcod, with an ADF&G sport fishing license. Emergency orders must be checked before each trip.
Homer is about cold water, tides and visibility more than classic reef comfort. Cold, low-viz water: expert level, redundant warmth and a conservative exit plan matter as much as the fish list.

Homer water visibility improves when glacial color, wind chop and tidal exchange are all manageable. The local bad sector is 90 to 200 degrees, with the worst direction around 160 degrees. The tidal regime is hyper-tidal by US standards, so slack timing matters more than in many lower-48 spots. NOAA station 46080 is far away but useful for the Gulf pulse; local visual checks across Kachemak Bay still decide the dive.
The across-bay rocky points have the cleaner-water pattern in the local note. They also put the diver closer to kelp and rock habitat for lingcod and rockfish. The tradeoff is exposure: boat logistics, cold-water rescue margin and changing bay weather. The Spit breakwater is easier to reach, but easy access does not mean better hunting. Inner bay turbidity can make it a poor spearfishing choice.
Rockfish, lingcod and Pacific halibut are the core Alaska species in the local list. Rockfish are legal in the general note, halibut are a valid spear-gear target, and lingcod carries closure or limit warnings. Sea turtles and marine mammals are protected, and closed waters or refuges must be respected. Because Alaska emergency orders can override printed summaries, the open season check is part of the gear check.
You need an ADF&G sport fishing license. Spear and speargun are legal gear for halibut, rockfish and lingcod as long as there is no explosive charge. Lingcod can have closed periods for spear or diving gear in parts of Alaska, and the local note points to July 1 as the Homer opening cue.
