Check the cam BEFORE you leave. Foam, brown/green murk, or waves washing the entry rocks = No-go. At night/in fog the cam is useless — treat it as «unknown», NOT «green».
Rules change. Before heading out, get the DICAPI diver card/registration (Coast Guard) — spearing on scuba is banned; check the sectors of RN Mar Tropical de Grau.
Máncora is the warm-water exception on the Peruvian coast. Around Máncora, Los Órganos and El Ñuro, the water can sit around 22 to 26 °C, with rock, reef and sand instead of the colder Humboldt feel farther south. That does not make it casual. SW groundswell hits the open coast, so the good dives are in the lee of points and on days with manageable sets. The legal baseline is also specific: recreational fishing does not need a PRODUCE permit, but spearfishing requires a DICAPI diver card or registration with the Coast Guard, 18+, and scuba with a speargun is banned. RN Mar Tropical de Grau adds protected-zone restrictions, including core no-take areas, across the Máncora, Piura and Tumbes stretch.
The local map is compact but sensitive to swell and zoning. El Ñuro gives a rocky point and reef in the lee. Los Órganos - Peña Mala is shallow rock and boulder. Las Pocitas and Vichayito are close to the Máncora diver circuit, but both sit under the Mar Tropical de Grau caution. Treat coordinates as approximate and verify the sector before loading the gun.

Temperature is the attraction, but swell is the decision. The bad sector runs broadly from SW through WNW, and that is the direction that turns open coast entries into hard work. Choose lee, watch the sets and keep the exit visible. Several named sectors work in 2 to 12 m, so depth is not the goal. Clean water, moderate swell and a permitted sector are the real combination.
Máncora can give some of the clearest water in Peru, but sand and SW swell can change that in one tide. Check the colour from shore, foam on the rocks, wind and period before choosing El Ñuro, Las Pocitas, Vichayito or Los Órganos. A float is not optional in practice: the same coastline carries fishers, tourism and small boats.
RN Mar Tropical de Grau, created by D.S. 003-2024-MINAM, covers the Máncora, Tumbes and Piura stretch. It is a protected marine zone with restrictions. That does not always mean a full blanket ban, but core no-take zones exist and the zoning must be checked. The city centroid and sectors including Los Órganos - Peña Mala, Las Pocitas and Vichayito are flagged by the zone note. If the sector is not confirmed, do not spear.
Peru separates general recreational fishing from underwater hunting. No PRODUCE permit is cited for recreational fishing, but spearfishing requires a DICAPI diver card or registration with the Coast Guard, and the diver must be 18 or older. Spearing on scuba is banned. Plan the day as breath-hold diving, with documents, buddy and float.
The local species set includes murique grouper, cabrilla, chita, Pacific drum, pintadilla and fine flounder. Chita has a reproductive closure in December and sale of the catch is banned. Pacific drum is closed in April. Seahorse, whale shark and manta ray are banned take. Around El Ñuro, turtles at the pier must be left alone.
