Rules change and fees/seasons are updated yearly. Before heading out, check the Ministry of Agriculture fisheries portal (ribarstvo.mps.hr) and get the SPORT licence (the annual via HSSRM/a club); a speargun without it is illegal.
Premantura is best read from the landform outward. First comes Rt Kamenjak south tip, a rocky cape with current and a dentex, sea bass and amberjack mix. Then Galijola / Fenoliga shifts the plan to an offshore islet reef, where dentex appears with dusky grouper. The third row is the south wall by Rt od polja, again with dentex and amberjack. None of the three rows gives a numeric depth or a described access, and each carries a medium, yellow safety rating. The controlling local fact is exposure to the southern sector, not the length of the spot list.
The shortlist stays tight: cape, islet reef, south wall. Do not treat them as interchangeable, because current at Kamenjak and exposure around the islet change the whole session.

The exposure numbers are simple: aspect about 180 degrees, weak window when the 120-240 degree sector sends sea onto the coast, and true south around 180 degrees as the worst direction. There is no local webcam, river plume or nearby buoy in the city record, so the rock exit has to be judged directly. Croatian law, NN 48/2026, puts spearguns under the sport sea-fishing licence rather than the ordinary recreational permit. The method is breath-hold only, in daylight, for divers aged 16 or older, with a marker buoy and no more than two spearguns. Dusky grouper closes from 1 July through 31 August, with one fish maximum outside that closure.
