Red Hill is a rock-platform headland on the Evans Head coastal walk, between Joggly Point and Chinamans Beach. The water off it is shallow: around 1 to 4.5 m by bathymetry.
Reached on foot around the rocks from the Chinamans Beach car park. Ledges, overhangs and bommies ring a sheltered horseshoe bay, and an angler reports silver trevally here. Public access ends at Snapper Point, with a RAAF range beyond. Around 2 to 8 m by bathymetry.
Google MapsSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.

Autumn–winter (Apr–Aug) — clearest warm EAC water; catch the SW wind.
Summer 22–26 °C — 2–3 mm suit; winter 18–20 °C — 3–5 mm. Warm EAC.
Easy–moderate: warm, accessible water; watch the swell on the headlands.
Evans Head is in NSW. Yes — NSW requires a Recreational Fishing Licence (~AUD 35/yr), and the eastern blue groper has been protected from the spear since 1969.
