Spearfishing in Brazil's Nordeste
The Nordeste is Brazil's warmest and shallowest coast: 26–30 °C year-round and sandstone reefs a few metres off the beach. This guide covers five atlas regions — costa potiguar–cearense, litoral oeste cearense, delta do Parnaíba, costa dos corais and litoral sergipano — from Baía Formosa (RN) to Tutóia (MA).
What decides the day isn't the temperature: it's the trade wind and the water the river mouths dump. And legality is decided on the map, not the calendar — the APA Costa dos Corais allows amateur fishing over most of its area, while parks in RN, PB and CE ban spearfishing by name.

The water is warm year-round; everything else needs planning. The trade wind blows from the east/north-east and raises a chop from mid-morning — at Paracuru, Aquiraz and Caucaia it is the wind that closes the day, not the tide. The real window is early morning; at Fortaleza the best water comes in the dry season, July to December.
Visibility drops in stages: 5–15 m on a calm day on the reefs of RN, PB, PE and AL; westwards the water carries sediment and the tide grows — ~2.3 m on the PE/AL/PB stretch, ~2.6 m at Fortaleza, ~3.3 m at Parnaíba and ~3.6 m at Tutóia. In Sergipe the turbidity is admitted by the hunters themselves.
The five sub-coasts and their spots
Costa potiguar–cearense, the most complete: cliffs and reefs at Baía Formosa and Pipa, shoreline reefs and parrachos at Natal, the Cajueiro at Touros, rock between cliffs at Icapuí and Beberibe, Praia do Futuro and the Fortaleza wrecks, and Taíba with the Navio do Pecém, at 22–34 m.
Costa dos corais (PB, PE, AL): a sandstone reef parallel to the beach — the «curais» of Itamaracá, the open reefs of Porto de Galinhas outside the pools, Picãozinho and Seixas, Areia Vermelha and the Cabedelo wrecks, Ponta Verde at Maceió, Praia do Francês and the Coruripe rock, these last two OUTSIDE the APA.
West Ceará, the delta and Sergipe: less reef, more loose rock, wrecks and boats — Almofala, the Petroleiro do Acaraú, the reefs offshore of Camocim; in the delta, the «itans» and Pedra do Sal, the only serious rock on the Piauí coast. In Sergipe it is shallow hunting: Coroa do Meio at Aracaju and Praia do Saco at Estância, 0.5–2 m pools.
Licence and federal rules
The amateur licence comes from gov.br under Portaria SAP/MAPA nº 616/2022 and art. 17 requires you to carry it in the water — shore entries included, because Decreto nº 8.425/2015, art. 3º §1º II exempts only those fishing «com linha de mão ou caniço simples». Apnea only: art. 4 §3 bans «aparelhos de respiração artificial»; the gun is permitted gear under art. 4 IV. At sea, 15 kg plus one fish (art. 8º), and selling is banned.
Species. Portaria GM/MMA nº 1.667/2026 published the new national list on 28/04/2026 and Portaria GM/MMA nº 1.666/2026, art. 3º, puts EW/CR/EN and VU under full protection; for the newly listed species art. 12 gives 180 days — they close on 25/10/2026. The warning repeated along this coast is the mero-itajara under moratorium. Parrotfish are non-target for the amateur (Portaria Interministerial nº 63/2018, art. 4º, sole paragraph).
Nordeste zones, act by act
The protected-area layer follows Lei nº 9.985/2000 (SNUC): full protection closes fishing outright; in an APA or RESEX the zoning rules, not the name. In the APA Costa dos Corais that is literal — under the management plan (Portaria ICMBio nº 308/2021) the ZPRO, 94.49 % of the area, allows amateur and sport fishing, and the closed zones are named: ZPRE Tamandaré, ZPRE São José da Coroa Grande, ZPRE Maragogi, ZUCO Rio Persinunga, ZUCO Rio Meirim, ZUMO Carro Quebrado and ZUCO Rio Santo Antônio Grande.
By state: in RN the APA dos Recifes de Corais bans spearfishing (state Decreto nº 15.746/2001). In PB the Parque Estadual Marinho de Areia Vermelha is no-take (Decreto nº 21.263/2000). In PE, Decreto nº 23.394/2001 closes wrecks and Decreto nº 50.351/2021 sets the 500 m radius. In CE spearfishing is named and banned at the Pedra da Risca do Meio (Lei nº 17.674/2021). In the delta, the Monumento Natural Estadual das Itans is no-take and norm 27 of the APA Delta do Parnaíba plan closes marine areas with freshwater springs.
Ports and caveats. The NPCP notices close access channels, basins and belts alongside vessels (AL 5.10.2, PB 0508, SE 0509, and in PE item 0509 on jetties); the NPCP-CE, by contrast, expressly opens anchorages to fishing. Survey coverage is partial and several of these bans exist with no geometry on the map; the Nordeste state layer has not been surveyed, and its absence does not mean it does not exist. And Decreto nº 6.514/2008, art. 42, sole paragraph, defines «ato tendente à pesca» as being armed in the area or heading to it: entering a closed area with the gun is already the offence, with no shot fired.
Safety: sharks, traffic and river mouths
The hard point is the Grande Recife shark-attack corridor (CEMIT). Cabo de Santo Agostinho sits on its southern edge and the catalogue itself writes the procedure: get informed about the area, do not enter with fish bleeding on your belt, and never dive alone at dusk.
The rest is traffic and fresh water. Picãozinho has catamarans; Natal and Trairi, jangadas; Aquiraz and Paracuru are kitesurf beaches — buoy up and stay off the lanes. At Pipa there are resident dolphins and turtles: don't shoot near them. Baía da Traição is Potiguara indigenous land and Icapuí has strong community management — respect the local rules.
Access, tide and boat
Almost all of this coast is done from shore, in 5–15 m, and the tide sets the day: with a ~2.2–2.3 m mesotidal range the barriers dry out at low water and it is on the flood that clean water comes in — at Itamaracá it is spelt out: on the ebb the channel dumps mud.
The boat is for the wrecks (Servemar X at the Cabo, Marte and Igel at Porto de Galinhas, Norte Mar at Natal, Mara Hope at Fortaleza, Macau at Fortim) and for the long runs off west Ceará, such as the Petroleiro do Acaraú. That means the «embarcada» licence; and note that Lei nº 11.959/2009, art. 9º §2º makes amateur hunting from a professional fishing vessel illegal.
Where to dive, by region
Coral Coast
Alagoas–Pernambuco's Coral Coast — warm, clear reef pools inside a protected APA (mind the no-take zones).
- Cabo de Santo Agostinho — Cabo de Santo Agostinho, south of Recife, has Enseada dos Corais — reef and rock recommended for spearfishing, shore dives 6–15 m, warm water 27–29 °C.
- Ipojuca (Porto de Galinhas) — Porto de Galinhas (Ipojuca) is a postcard of reefs and natural pools, warm water 27–30 °C — but WARNING: the shoreline pools are protected and packed with tourist rafts; spearfishing is not allowed there.
- Maceió — Maceió has crystal pool-green water and sandstone reefs a few metres off the beach (Ponta Verde, Riacho Doce), 5–12 m, 27–30 °C.
- Barra de São Miguel — Barra de São Miguel, south of Maceió, is sheltered by a reef barrier that forms the Praia do Gunga pool, warm water 27–30 °C.
- João Pessoa — João Pessoa sits at the easternmost point of the Americas (Ponta do Seixas), with sandstone reefs like Picãozinho and Seixas a few metres off the beach, 6–15 m, warm water 27–29 °C.
- Cabedelo — Cabedelo, north of João Pessoa, is famous for the Areia Vermelha sandbank (which surfaces at spring low tide) and for offshore reefs and wrecks, 6–15 m, warm water 27–29 °C.
- Baía da Traição — Baía da Traição, on Paraíba's north coast, has sheltered coves, sandstone reefs and sand — shore dives 5–12 m, warm water 27–29 °C.
- Itamaracá — The ocean side of Itamaracá is built of «curais» — sandstone barriers that close pools at low water and become a hunting wall at high.
- Goiana — Ponta de Pedras, north of the Goiana river mouth, is reef coast with one direct spearfishing video on the place name.
- Tamandaré — Tamandaré is one of the most openly practised spearfishing towns in Pernambuco: six videos and a local community page carrying the village name.
- São José da Coroa Grande — The densest evidence base in Pernambuco: seven-plus spearfishing videos — «coral barriers», a 6 kg jack, dives to 9 m — and a local community page.
- Conde — There are forty kilometres with no city in the atlas between João Pessoa and Pitimbu, and Conde is the middle of it: cliffs, the Coqueirinho headland and the Jacumã reefs, catalogued at 3–6 m.
- Pitimbu — Praia de Pontinhas is a genuine rock headland, and Pitimbu shows up regularly on a spearfishing channel with over a hundred thousand subscribers, plus local teams.
- Maragogi — Maragogi enters the atlas after a review: the 2021 zoning shows the no-take here is only the ZPRE «Pedra do Meio», with the rest ZPRO, where amateur and sport fishing are allowed.
- Barra de Santo Antônio — Praia do Carro Quebrado is filmed by spearfishing teams, and the river bar is the base for offshore runs.
- Marechal Deodoro — Praia do Francês has rocks, holes and small drops to around 12 m, as described in spearfishing videos; Praia do Saco is the alternative to the south.
- Coruripe — Nine spearfishing videos describe the same thing: rocks and holes, barracuda, and clear water in the right season.
- Recife — Recife is Brazil's wreck-diving capital and one of the worst places in the country to spearfish.
- Olinda — Olinda sits at the northern end of the Greater Recife shark-attack corridor: the interdiction area of State Decree PE nº 21.
Potiguar-Ceará Coast
The Potiguar–Ceará coast (Natal, Fortaleza) — warm reefs under steady trade winds; fish the calm early mornings.
- Baía Formosa — Baía Formosa, in far-southern Rio Grande do Norte, combines cliffs, sandstone reefs and a sheltered fishing cove — shore dives 6–15 m, warm water 26–29 °C.
- Tibau do Sul (Pipa) — Pipa (Tibau do Sul) is coloured cliffs, sandstone reefs and the famous Baía dos Golfinhos — shore dives 6–15 m, warm water 26–29 °C.
- Natal — Natal has sandstone reefs along the waterfront (Ponta Negra, Via Costeira) and parrachos offshore, warm water 27–29 °C, shore dives 6–15 m.
- Touros — Touros marks Brazil's northeast corner, where the coast turns from east-facing to north-facing — long sandstone reefs and the Cajueiro, shore dives 6–15 m, warm water 27–29 °C.
- Icapuí — Icapuí is Ceará's first municipality coming from RN, with Ponta Grossa and Redonda tucked between cliffs — shallow sandstone reefs 6–15 m, warm water 27–29 °C.
- Beberibe (Morro Branco) — Beberibe brings together Morro Branco and Praia das Fontes, with coloured-sand cliffs and sandstone reefs — shore dives 6–15 m, warm water 27–29 °C.
- Aquiraz (Porto das Dunas) — Aquiraz (Porto das Dunas, Prainha) is just east of Fortaleza, with sandstone reefs and sand — shallow shore dives 5–12 m, warm water 27–29 °C.
- Fortaleza — In Fortaleza the shore hunting is on the Praia do Futuro sandstone reefs and spots outside the port, 5–12 m, warm water 27–29 °C.
- Paracuru — Paracuru, west of Fortaleza, has sandstone reefs and the rocky point by the Curu river mouth — shallow shore dives 5–12 m, warm water 27–29 °C.
- Trairi (Flecheiras) — Trairi (Flecheiras, Mundaú) has sandstone reefs that form natural pools at low tide and water that is notably clear for Ceará — shore dives 6–15 m, warm water 27–29 °C.
- Fortim — Fortim is the rocky point of Pontal de Maceió: sandstone ledges with shore entry beside the Jaguaribe river mouth, plus three wrecks offshore — Macau, Cisne Branco and Navio do Sal; Macau sits 10–18 m.
- Caucaia — Caucaia holds the Iparana and Icaraí sandstone reefs with shore entry, and a local spearfishing community that has filmed the same stretch for six years.
- São Gonçalo do Amarante — Ten kilometres of Taíba beach with sandstone reefs and shore entry, plus the Navio do Pecém — a steam freighter torpedoed by U-507 in 1943, now 22–34 m: an advanced boat dive.
Sergipe Coast
The Sergipe coast (Aracaju, Estância) — shallow reefs between the São Francisco and Real mouths; visibility is honestly low, and the window is the dry months.
West Ceará Coast
The west Ceará coast (Itarema, Acaraú, Camocim) — sandstone reefs and wrecks under a constant trade wind; the water clears when the wind drops.
- Itapipoca — Praia da Baleia: sandstone reefs with shore entry and a charted reef offshore.
- Itarema — Almofala and Porto dos Barcos: both shore and boat spearfishing are documented on video.
- Acaraú — Spearfishing at Espraiado has been on record since 2012, and the Petroleiro do Acaraú — a charted dangerous wreck ~6 km out — is the target for the whole west coast community.
- Camocim — Shore spearfishing is documented in four videos between 2017 and 2026 (Praia do Maceió and the Camocim beaches), including a local channel.
Parnaíba Delta
The Parnaíba delta (Parnaíba, Luís Correia, Tutóia) — tides to 3.5 m and sediment-laden water; you dive the «itans» and Pedra do Sal in the dry season.
- Cajueiro da Praia — Barra Grande: local breath-hold fishing is documented (octopus, and a 2022 lionfish record by a local diver).
- Luís Correia — Atalaia and Coqueiro, with sandstone bands right off the beach; the spearfishing record here is one local diver across twelve years (2014→2022), snook included.
- Parnaíba — Pedra do Sal is the only real rock formation on the Piauí coast: a rough side, a sheltered side and pools between the rocks holding parrotfish and grouper, per the local fishing guide.
- Tutóia — The one proven Maranhão exception: a local channel posts a series of spearfishing trips off Tutóia — «deep marks, plenty of life».
Frequently asked questions
Rules current as of 2026 — always confirm with ICMBio/IBAMA and the local authority before you go. Recreational spearfishing on breath-hold only (no scuba); protected species such as the goliath grouper (mero) are fully banned, and the marine APAs and national parks set their own no-take zones.
Do I need a licence for a shore entry?
Yes. Decreto nº 8.425/2015, art. 3º §1º II exempts only those fishing «com linha de mão ou caniço simples», and a speargun is not in that exception. Without a boat the category is «desembarcada»; with one, «embarcada». Art. 17 of Portaria 616/2022 requires you to carry it in the water.
Does the APA Costa dos Corais ban spearfishing?
Not as a unit. The management plan (Portaria ICMBio nº 308/2021) allows amateur and sport fishing in the ZPRO, 94.49 % of the area; what closes are the named zones — ZPRE Tamandaré, ZPRE São José da Coroa Grande, ZPRE Maragogi, ZUCO Rio Persinunga, ZUCO Rio Meirim, ZUMO Carro Quebrado, ZUCO Rio Santo Antônio Grande. At Porto de Galinhas the pools by the beach are also not a spot. Confirm the limits before entering.
Can I take lobster or octopus while diving?
No. For lobster, Portaria SAP/MAPA nº 221/2021, art. 6º III bans its capture by «mergulho de qualquer natureza» — a method ban, in or out of the closed season — and art. 4º, sole paragraph, also closes the 4 nautical miles nearest shore. For octopus, the amateur gear list in Portaria 616/2022, art. 4º is closed and hand collection is not in it.
