Open the seafloor mapRocky point about 13 km south of Port Douglas, 3–8 m. This sits inside the Great Barrier Reef Marine Park; zones move, so check GBRMPA for this exact spot first. Estuarine crocodiles are possible anywhere along this coast — it is inside the declared croc habitat, so check DES reports before entry. Stinger season is roughly November to May — full cover, or stay out.

Check the cam BEFORE you leave. Foam, brown/green murk, or waves washing the entry rocks = No-go. At night/in fog the cam is useless — treat it as «unknown», NOT «green».
SpainSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.
Rules change and vary BY STATE. Before heading out, check with your state's fisheries (NSW DPI, Fisheries QLD, VFA, DPIRD WA, PIRSA, NRE Tas, NT Fisheries) and the marine-park zoning map.

Port Douglas is in QLD. No — Queensland has no general recreational licence, but the Great Barrier Reef zoning rules: spearing is allowed in General Use and Habitat Protection zones and banned in the green and pink ones.
