Spearfishing at Jervis Bay is a paperwork and mapping job before it is a fish problem. NSW requires the Recreational Fishing Fee from spearfishers, and the marine park then decides where the gun may come out: sanctuary zones are no-take for all fishing, and a boundary here often runs down the middle of a beach. Bowen Island is closed. What is left is boulder reef in 2-8 m at Plantation Point (Vincentia) and Honeymoon Bay (Currarong), with snapper, morwong and summer kingfish. The bay opens east, so a north-east through south-east swell shuts it down.
The entries are short walks, but the zoning decides the day, not the walk. Read the official zoning map for the pin you intend to swim, and abandon the dive when a boundary is unclear.

Yes. NSW requires the Recreational Fishing Fee and names spearfishing among the covered activities, so pay it and carry the receipt. DPIRD lists AUD 7 for three days, AUD 14 for a month, AUD 35 for a year and AUD 85 for three years. Under-18s, pensioner concession card holders and Aboriginal people are among the exemptions. The fee opens no sanctuary zone and no inland water.
Sanctuary zones are the hard stop: the park holds 18 gazetted sanctuary zones, and a sanctuary zone is no-take for all fishing under the Marine Estate Management (Management Rules) Regulation 2021. Habitat protection and general use zones are a different matter, so read the map rather than a rule of thumb — a boundary here often runs down the middle of a beach. Bowen Island keeps its own closure, and NSW closes ocean beaches except the last 20 m at each end.
The bay opens east, so the bad sector runs north-east through south-east, about 110 degrees worst. Inside that it is sheltered, and the south-east shore around Plantation Point holds the clearest water on the NSW south coast. The tidal range is small, so wind matters more than slack timing. No buoy feed is supplied; the Sussex Inlet camera from Transport for NSW is a surface-chop clue, not a visibility reading.
Reef fish of the NSW south coast, at NSW sizes. Snapper is 30 cm with a bag of 10 and no closed season here. Yellowtail kingfish is 65 cm, bag 5. Dusky flathead is a slot fish at 36-70 cm, bag 5, so a big one is as illegal as a small one. Luderick is 27 cm bag 10, silver trevally 30 cm bag 10, mulloway 70 cm with one fish per diver. Rock lobster is bare or gloved hand only.
Eastern blue groper first: bag 0, release only, and NSW lists spear or speargun to take blue, brown or red groper as a banned method, in place since 1969. Black cod is protected and NSW bans spearing any protected fish; grey nurse shark, wobbegongs and blue drummer are protected or release-only. Gear narrows it further — snorkel only for fish, hookah banned, a light with a spear banned, powerheads banned.
