SOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.
Rules change and the 6/2 tebliğ renews in September 2028. Before heading out, check with the district agriculture directorate (il/ilçe müdürlüğü) and the coast guard (Sahil Güvenlik); as a tourist, get the permit or go with a licensed guide.
İstanbul (Kilyos) has rock entry points such as Marmancık Burnu and Aslan Burnu. İstanbul's Black Sea coast: Kilyos, Gümüşdere and Rumelifeneri, half an hour from the city. Below you'll find each spot (access, shelter and hazards) and today's forecast.
Short season (June–September). West Black Sea (Amasra, Şile): colder, murkier water than the Med, almost no tide. After rain — heavy river murk. The windless summer windows give decent visibility along the rocks.
~8 °C in winter, ~24 °C in summer at the surface. 5 mm in summer (colder and murkier deeper). No tide, but the rivers and lower salinity give green, murky water. Best visibility is along the rocks in calm, rain-free spells.
Moderate: cold greenish water, short season, river murk. For those who don't need great visibility; catch the dry, windless windows along the rocks. A thick suit is a must.
In İstanbul (Kilyos), tourists can't freely hunt alone — under the 6/2 tebliğ the lawful path is with a licensed boat/guide holding a 6/1 av-turizmi permit, or with a permit from the local il/ilçe müdürlüğü. Apnea only (no scuba), buoy mandatory, night banned, ≤5 kg / ≤3 fish per day. See the guide.
