Rules change and vary by state. Before heading out, check on gov.br (recreational licence, MPA) and the state closed seasons/sizes; apnea only, goliath grouper is banned.
MERO TOTAL MORATORIUM comes first in Florianópolis: do not shoot goliath grouper. The useful spearfishing pattern is the east coast of Santa Catarina island, including Galheta, Mole, Lagoinha do Leste and Ilha do Xavier off Praia Mole. The stated range is 18 to 24 °C water and 8 to 18 m visibility. Summer is better; a small clean south sea can help, but a south swell shuts the east side quickly. Arvoredo Marine Biological Reserve lies to the north and is no-take. Use the gov.br recreational licence route and apnea only.
The east side gives rock and clearer water, but it is exposed. Arvoredo is not a destination for spearfishing. Treat uncertain protected limits and rough exits as a stop sign.

Summer gives the better local window. Small clean south sea can improve water, while south swell closes the exposed east coast. Use the available island cameras only as a broad comparison between faces, not as permission to enter. Legally, keep out of Arvoredo Marine Biological Reserve, use the gov.br recreational licence, dive apnea only, avoid stale fee amounts, and check closed seasons and minimum sizes before keeping fish. Goliath grouper remains fully banned.
