Administratively São Vicente, on the Santos boundary, and it gets the same turbid bay plume. Worth it only on a clean easterly sea after a few dry days. Google MapsA granite islet ~250 m off Praia do José Menino/Pompéia, 0–8 m; by boat or by swimming, but this is urban water and visibility is usually under 3 m. CETESB failed the whole seafront on 27/08/2026, so after rain the trip is not worth it. Coordinate taken from the OSM island polygon and offset 60 m seaward: approximate, confirm your entry.

Check the cam BEFORE you leave. Foam, brown/green murk, or waves washing the entry rocks = No-go. At night/in fog the cam is useless — treat it as «unknown», NOT «green».
SpainAn island at the eastern mouth of the bay, opposite the Guarujá beaches, 4–15 m, boat access. It is more exposed to the open sea than the inner islands, so it clears earlier — but it shuts down fast on a south sea. Coordinate from the OSM polygon, 60 m offshore: approximate, confirm your entry.
Google MapsA rocky island ~2.5 km off Ponta da Praia, 3–15 m, boat only; it holds the Clube de Pesca de Santos clubhouse. It is outside the dirtiest channel plume but still not clear water — 3–6 m on good days. Coordinate from the OSM island polygon, 60 m offshore: approximate, confirm your entry.
Google MapsAn islet of the Mato / Pau a Pino group, ~4 km offshore, 4–16 m, boat only. We found no public account of anyone hunting here — the entry point is our own estimate on the island's rocky shore, treat it as unconfirmed. Rock at the tips, sand elsewhere; visibility depends on wind and rain.
Google MapsSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.
Rules change and vary by state. Before heading out, check on gov.br (recreational licence, MPA) and the state closed seasons/sizes; apnea only, goliath grouper is banned.
Santos has rock entry points such as Ilha Urubuqueçaba, Costão da Ilha Porchat and Ilha das Palmas (baía de Santos). A port city at the mouth of the Santos estuary: the urban water is dark and turbid most of the year, and on 27/08/2026 CETESB failed 7 of 7 bathing-water points along the seafront. Below you'll find each spot (access, shelter and hazards) and today's forecast.
Clearest in autumn–winter (Apr–Sep), when rains ease and the sheltered island channels settle; summer is warm but rain-murky.
Warm, ~20–26 °C — 3 mm suit. Ubatuba and Ilhabela's islands give sheltered, clearer water on the lee side.
Beginner-friendly in the sheltered island bays; the São Paulo coast has calm, shallow spots and easy access.
Yes — in Santos you need the Licença de Pesca Amadora (gov.br portal; the category follows boat use, per the MPA: «desembarcada» R$ 20/yr when you enter from shore, «embarcada» R$ 60/yr with a boat — Portaria 616/2022 itself sets no categories; 65+/pensioners exempt). Breath-hold only (no scuba tank — art. 4º §3º), licence on you (art. 17); take home at most 15 kg + 1 fish and never filleted or headless (arts. 8º and 12); don't sell the catch (art. 6º). A marker buoy is mandatory in Santa Catarina (IN MMA 21/2005, art. 5º) — there is no federal buoy rule. Goliath grouper (mero) is full no-take, dusky grouper has a 1 Nov–28 Feb closed season, badejo-mira and peroá close on 25/10/2026 (Portaria GM/MMA 1.666/2026, art. 12) and taking lobster while diving is banned all year (Portaria SAP/MAPA 221/2021, art. 6º III).
