Rules change. Before heading out, check with CONAPESCA/SADER (E5CINCO permit), CONANP (no-take marine ANPs) and NOM-059; apnea only.
Spearfishing in Cabo San Lucas needs a hard separation between tourism, park water and legal reef. The useful options are Pacific-side reefs outside the Marine Park: the outer Pacific reefs, El Faro Viejo/Pacific point after a zoning check, and Migriño north of Cabo. These are intermediate boat dives with real exposure, current and pickup planning. Carry the CONAPESCA/SADER permit, hunt on breath-hold only, and skip any ANP core, coral area or uncertain boundary.
Do not treat the Arch or tourist core as a hunting area. The practical pattern is Pacific rock, boat support and a clear protected-area check before entering.

Use the Pacific side only when sea, wind and pickup are controlled. Early starts help because boat traffic rises quickly. Warm months suit cabrilla, snapper and reef fish, but dorado, roosterfish, marlin, sailfish, swordfish and tarpon are treated as rod-and-reel sport species, not speargun targets. The national baseline remains: CONAPESCA/SADER permit, apnea only, one band or pneumatic speargun, five fish per day, 250 m from swimmers or commercial gear, and no shooting in reserves, coral areas or unclear polygons.
