Google MapsSOLO is the biggest risk: underwater you can black out from lack of oxygen silently and fatally, with no one around. Solo is never truly «safe». Below are the best weather windows; carry a buoy, tell someone your plan and exit time, and any doubt — don't go.

Spearfishing in Ensenada means kelp, colder Pacific water, rock islands and offshore structure. Isla Todos Santos is the main reference, with northwest reefs and the southeast flank from about 5 to 30 m; and Punta San Miguel offers coastal rock. All are intermediate yellow-safety dives because current, pickup and visibility matter. Carry the CONAPESCA/SADER permit, hunt on breath-hold only, and avoid any reserve or uncertain boundary.
The useful spread is island kelp, coastal rock and an outer pinnacle. Plan pickup and float tracking before thinking about fish.

Start with swell, wind and visibility. Low swell and moderate wind make kelp and island pickups manageable; current can help fish movement but can also pull the float out of position. The national rules stay the same: individual CONAPESCA/SADER permit through E5CINCO, apnea only, one band or pneumatic speargun, five fish per day, 250 m from swimmers or commercial gear, no lobster, conch or octopus, and no shooting in protected areas or unclear polygons.
