    The one species spearable almost everywhere a spear is legal at all: Michigan and Wisconsin year-round, Ohio as forage fish, Pennsylvania under 58 Pa. Code 63.8 with a non-mechanical spear. New York gives you a bow instead, carp only, 15 May – 30 September. Illinois and Indiana list it but neither names Lake Michigan as a spear water.

    Rough fish in Michigan, Wisconsin, Ohio and Pennsylvania, so it is lawful quarry wherever those states let a spear in the water. Identify the fish first: Ohio and New York protect the longnose sucker, and Wisconsin excludes any listed threatened or endangered sucker from its rough-fish class.
  • Longnose sucker📋 season by state
    State endangered in Ohio and threatened in New York — fishing for it and possessing it are illegal there, catch and release included in New York. Elsewhere it falls under the general 'suckers' allowance, which is exactly why a diver must tell the sucker species apart before shooting.

    Rough fish in Michigan, Wisconsin and Ohio, with no bag limit at all in Minnesota's inland waters. Illinois and Indiana both list it, but neither names Lake Michigan among its spear waters.

    Rough fish across the western lakes; Minnesota caps the take at 10 in its inland waters. In Ohio the alligator, shortnose and spotted gar are state endangered even though 'gar' is a forage fish — identify the gar before you shoot.

Grand Traverse Bay, Stannard Rock, Big Reef and a 4.5-mile ring round Isle Royale are excluded. 15 in minimum; season and limit run by management unit. Nowhere else in the eight states.
  • Lake whitefish🚫 no-take
    On Michigan's year-round spear list in all state waters except designated trout lakes and streams and the Michigan/Wisconsin boundary waters. Wisconsin treats it as a game fish and bans the spear on it in the outlying (Great Lakes) waters.
  • Cisco (lake herring)🚫 no-take
    On Michigan's year-round spear list and a genuine Great Lakes target there. In Ohio the cisco (lake herring) is a state endangered species — possession is prohibited in every Ohio water.
  • Walleye🚫 no-take
    Underwater spear only in the named 2026 Michigan waters (Lake Michigan to the 45th parallel, the Green Bay and north-shore strips, Huron, Erie, Superior; Grand Traverse Bay, Stannard Rock, Big Reef and the 4.5-mile ring round Isle Royale excluded): 15 in minimum, 5 a day. Lake St. Clair, the St. Clair River and the Detroit River are not in the row at all. Every other state on the lakes bans the spear on walleye outright.
  • Northern pike🚫 no-take
    Michigan: underwater spear in the named 2026 waters (Lake Michigan to the 45th parallel, Huron from the Thunder Bay River pier to Fort Gratiot Light, Erie, Superior; Grand Traverse Bay, Stannard Rock, Big Reef and the 4.5-mile ring round Isle Royale excluded), possession season 1 July – 15 March, 24 in minimum, 2 a day; plus a separate hand-spear ice season 1 December – 15 March. Wisconsin allows pike by spear only through the ice on Lake Superior — never underwater.

Law
  • •Michigan is the only jurisdiction in the region with a purpose-built underwater-spearfishing regime: a FREE annual underwater spearfishing licence, mandatory and separate from the fishing licence, resident and non-resident alike. From the 2026 season the monthly online effort-and-harvest report is ABOLISHED — the DNR dropped the reporting and kept the licence. Fishing licence: resident $26/yr, non-resident $76/yr, $10 daily.
  • •Michigan, gear and conduct: breath-hold ONLY — scuba and rebreathers are prohibited while underwater spearfishing; daylight only (banned from 30 min after sunset to 30 min before sunrise); a speargun may be fired only while submerged and must be tethered to a line no longer than 20 ft (6 m); bands off the spear and the safety on when moving between areas and entering or leaving the water; never within 150 ft (46 m) of a designated swimming area, boat dock, boat access site or power intake. New for 2026: the use of bait, attractants or decoys while underwater spearfishing is prohibited, and the diver must be fully submerged when taking a fish.
  • •Wisconsin is the only state here that names SCUBA as lawful for underwater spearfishing («by skin and scuba diving») — but on the outlying waters (the Great Lakes) no GAME FISH may be speared: panfish, white/yellow/rock bass, bullheads and rough fish only, sunrise to sunset. Licence: resident $20/yr, non-resident $55/yr.
  • •New York and Minnesota: there is NO Great Lakes spearfishing. New York — ECL 11-1301(1)(a)/(c): spear and speargun are lawful only in the marine and coastal district. Minnesota — the underwater harpoon gun is authorised for INLAND waters only, for common carp and native rough fish, sunrise to sunset (Minn. Stat. 97C.371, Minn. R. 6262.0600); Lake Superior is closed.
  • •Pennsylvania: 58 Pa. Code 63.5 makes every method unlawful unless specifically authorised; 63.8 authorises spears and gigs for snakehead, carp, suckers and catfish, and 63.8(c) forbids a mechanically propelled spear — so a speargun is unlawful everywhere in PA. Ohio: its «forage fish» class (thirteen rough species) may be taken by any method except a short list that does not include spears, so spearing them is lawful — but Ohio publishes no rule permitting a spear on any game fish. Indiana and Illinois: their spear paragraphs do NOT name Lake Michigan — status unconfirmed.
  • •Fresh water is not the sea: there is no tide here (the level moves with wind setup and seiche, and NOAA CO-OPS publishes no tide predictions for Great Lakes stations at all), and in winter the ice and 1–4 °C water are the season's real hazard. This page reads the water temperature from NOAA GLERL (GLSEA ACSPO) rather than from the marine model, which answers nothing on these lakes.
Safety protocol
  • Sets: watch the wave trains ≥15 min before entering; Hmax ≈ 2×Hs. Lake waves are short-period (NWS: roughly 3–4 s on average in summer) and steep, and they grow with wind strength, fetch and how long the wind has blown — a lull promises nothing here; enter right after a full set passes and re-check at minute 30.
  • Exit FIRST: find your exit AND a backup before entering. On a breakwall or a boulder revetment a modest rise in wave height can make the exit impossible — plan for not being able to climb out, and leave while the exit is still easy.
  • Structural current: near piers, breakwalls and river mouths currents can form and strengthen when waves and surf pick up (NWS describes structural and rip currents at exactly these features) — stay well clear of piers and breakwalls, especially the side the waves are hitting, and of river mouths and channel outlets: that is where the current runs strongest (NWS). If one catches you anyway, never swim against it.
  • Cold: wetsuit per the lake-temperature chip (GLERL surface — below the thermocline it is colder still); cold water shortens the safe time in the water — plan short sessions, wear a thicker suit than you think you need, and get out at the first steady shiver. Where the limit sits depends on your exposure protection, your workload and you (NOAA).
  • Solo discipline: buoy up; tell someone the spot and exit time; conservative breath-hold (never push it in cold/murky/surfy water); visibility <3 m — don't enter.
  • Afternoon wind: on the Great Lakes, on sunny days with a light gradient wind, a lake breeze often sets in around midday and the chop can build quickly — plan to be out of the water by midday; when the chop builds, get out.
  • UV 11:00–15:00 (UVI ≥6): sunscreen and cover up on the surface interval.
  • Solo is a fundamental risk (hypoxic blackout with no buddy). Any doubt = No-go.

Spearfishing in Michigan City: spots, seasons and rules

Indiana names the spear gun and then does not name Lake Michigan. The DNR guide's "Bow Fishing & Spear Fishing" section allows a gig, fish spear, spear gun or underwater spear year-round, at any hour, for invasive carp, bowfin, buffalo fish, common carp, gar, shad and suckers — but only from non-flowing waters and eight named rivers. The Lake Michigan section says those same species may be taken with a bow and arrow, and never mentions a spear. 312 IAC 9-7 would settle it and could not be read, so Michigan City's lake water is unresolved: do not treat it as allowed. Spear possession is separately banned in Trail Creek, the town's harbour.

TL;DR

  • Indiana is the only one of the eastern Great Lakes states that names the diver's tool — its guide's spear paragraph lists a gig, fish spear, spear gun and underwater spear — but the Lake Michigan section names only a bow.
  • The statewide spear rule covers seven rough species year-round, any hour, in non-flowing waters and eight named rivers. 312 IAC 9-7, which would settle whether it reaches Lake Michigan, could not be read. Treat the lake as unresolved, never as allowed.
  • Possession of a fish spear, gig, gaff, crossbow, spear gun or underwater spear is banned in or adjacent to Trail Creek — which is Michigan City's own harbour creek — and six other named waters plus their tributaries.
  • No dive site was confirmed for Michigan City in this research beyond the piers and the J.D. Marshall, the state's dedicated shipwreck preserve west of town.

What is there to dive at Michigan City, and how deep?

This is a thin list, honestly stated: no dive site beyond these was confirmed in this research. The two piers give 3-7 m of rubble with walk-in access, and the J.D. Marshall lies inverted in shallow water in the state's shipwreck preserve west of town. The legal column is the same on every row — Indiana does not name the spear for Lake Michigan, so treat all three as dive points.

    No Great Lakes state authorises a spear on black bass. Michigan, Wisconsin, Minnesota, Illinois, Indiana and Pennsylvania all publish enumerating lists and bass is on none of them; New York bans every spear in fresh water.

    Same rule as the smallmouth: no Great Lakes state puts black bass on a spear list, and New York bans the spear in fresh water altogether.
  • Yellow perch🚫 no-take
    Wisconsin is the one place a diver can shoot it: panfish carve-out on the outlying waters, skin or scuba, sunrise to sunset, while the rough-fish spearing season is open. Michigan allows it only by hand spear through the ice on Lake St. Clair, 1 December – 15 March.
  • Burbot🚫 no-take
    Pennsylvania's burbot fishery is the one real underwater lane in the eastern lakes: scuba divers only, non-mechanical spear or gig, at least 60 ft, 1 June – 30 September, 5 a day, no minimum size, fishing licence plus Lake Erie permit. Michigan and Wisconsin carry burbot on their year-round rough-fish lists.
  • Freshwater drum (sheepshead)🚫 no-take
    Ohio's forage-fish class names the sheepshead by name, so it is a real Lake Erie spear target. Michigan and Wisconsin carry it year-round; Pennsylvania's 58 Pa. Code 63.8 list does not include it, so it may not be speared there.
  • Channel catfish🚫 no-take
    Michigan's year-round list and Pennsylvania's 58 Pa. Code 63.8 list both name catfish; Illinois names channel catfish expressly. Minnesota allows catfish by spear only from a dark house through the ice, never underwater.
  • Round goby (invasive)🚫 no-take
    Illinois is the only one of the eight states that names the round goby as a lawful spear target, and it never names Lake Michigan among its spear waters; no live possession either. Michigan and Minnesota only ban possessing or transporting it alive — a ban is not a permission to shoot it. And the fish is too small to be a real target.
  • Sea lamprey (invasive)🚫 no-take
    Wisconsin's rough-fish definition includes lamprey, so it may be speared on the outlying waters; Illinois lists it too, with no live possession. In Michigan it is not on the spear list at all, and fishing anywhere in a fish ladder or within 100 feet of a lamprey control weir is prohibited.
  • Lake sturgeon (protected)🚫 no-take
    Protected in all eight states — endangered or threatened, no open season, possession prohibited. Michigan's only spear season is an inland, pre-registered winter season on Black Lake; in New York even catch and release is illegal. Never a target on any Great Lake.

    No Great Lakes state authorises a spear on salmon. Michigan's table lists only lake trout among the salmonids; the salmon stamps sold in Illinois, Wisconsin, Indiana and Pennsylvania are for rod and line, not for a spear.
  • Coho (silver) salmon🚫 no-take
    Same answer as the chinook: not on a single spear list in the eight states, and New York bans the spear in fresh water outright.
  • Steelhead (migratory rainbow trout)🚫 no-take
    Nowhere spearable. On top of that, Pennsylvania bans spearfishing in and along every Lake Erie tributary stream, and Indiana bans even possessing a spear on Trail Creek, the East and West Branch Little Calumet, Salt Creek, Burns Ditch, Deep River below the Lake George dam and the Galena River — the steelhead creeks are the easiest place to break the law by accident.
  • Rainbow smelt🚫 no-take
    On the Michigan and Wisconsin rough-fish lists. On Minnesota's waters of Lake Superior smelt is a dip-net and minnow-seine fishery under Minn. R. 6262.0300, not a spear one.
    • ⛔ 🚫 NEW YORK AND MINNESOTA: there is no spearfishing on these lakes at all. New York — ECL 11-1301: no fish may be taken except by angling, and the spear and speargun are permitted ONLY in the marine and coastal district, which does not touch the Great Lakes; in the state's freshwater regulations the spear appears only for FROGS. Minnesota — Lake Superior is a closed-list water: «fish may not be taken in Lake Superior except as provided by this part», and that part authorises no spearing method.
    • ⛔ 🚫 Lake sturgeon is protected in all eight Great Lakes states — endangered or threatened, no open season, possession prohibited. These species may not be taken by spear anywhere on the lakes.
    • ⛔ 🚫 Ohio's state endangered list is part of the shot: the cisco (lake herring) and the longnose sucker may not be possessed in any Ohio water, and alligator gar, shortnose gar and spotted gar are endangered even though «gar» sits in the forage-fish class — identify the fish before you shoot. Shovelnose sturgeon and goldeye are on the same list.
    • ⛔ 🚫 New York protects statewide: lake sturgeon, Atlantic and shortnose sturgeon, American eel (Lake Ontario / St. Lawrence), paddlefish, sauger, silver chub, gilt darter, mooneye, round whitefish and the longnose sucker — fishing for a listed species, catch and release included, is illegal. The spear is banned in New York fresh water anyway; this list is what binds a diver who crosses the state line.
    • ⛔ 🚫 Wisconsin: any sucker or redhorse listed as threatened or endangered falls OUTSIDE the rough-fish definition and may not be possessed without a DNR permit — the rough-fish permission is not a blanket one. Minnesota: black buffalo, paddlefish and skipjack herring are listed, so «buffalo» as a spear target must exclude the black buffalo.
    • ⛔ 🚫 Molluscs are not a target here: Indiana has banned native mussels — live animals and empty shells alike — since 1991, and Pennsylvania closes mussels and clams year-round.
    • ⛔ 🚫 Great Lakes wrecks are look-don't-touch. The Michigan Underwater Preserves and the Thunder Bay National Marine Sanctuary protect sunken vessels as monuments: removing anything from them is unlawful. In NATIONAL PARKS (Isle Royale) the state agency states it plainly — «Fishing in any manner other than hook-and-line is prohibited in National Parks» — so spearfishing there is out. For the national LAKESHORES (Sleeping Bear Dunes, Pictured Rocks) the superintendent's compendium was NOT read in this pass: treat their status as unverified.
    • ⛔ ⚠️ Ohio, Pennsylvania, Indiana and Illinois all publish ALLOW-lists: anything not on the list may not be taken. None of the four authorises a spear on any game fish — walleye, yellow perch, smallmouth bass, steelhead, lake trout, northern pike, muskellunge. And the status of Lake Michigan ITSELF in Illinois and Indiana was NOT confirmed in this pass: until the text is read, treat it as closed rather than open.

    US spearfishing law is state-by-state. License, spearable species, powerhead rules and distances vary; federal sanctuaries (Gray's Reef, the Keys, Flower Garden Banks) ban spearfishing. Always confirm with the state agency and local ordinances.

    Is spearfishing allowed at Michigan City?

    Unresolved, and that is the answer to act on. Indiana's 2026-2027 fishing guide has a section called Bow Fishing & Spear Fishing which reads that a gig, fish spear, spear gun or underwater spear can be used year-round at any time of day to take invasive carp, bowfin, buffalo fish, common carp, gar, shad and suckers from non-flowing waters, including lakes, ponds and reservoirs, and from a list of large rivers. On its face that is the most permissive gear rule in the eastern Great Lakes. But the guide's Lake Michigan section says only that bowfin, buffalo fish, carp, gar, shad and sucker from Lake Michigan can be taken with a bow and arrow. Bow, not spear. The statewide paragraph is scoped to non-flowing waters, and Lake Michigan is a lake, so the spear rule arguably reaches it — yet the DNR named the lake explicitly in the bow paragraph and not in the spear paragraph. 312 IAC 9-7 would settle the question and sits behind a JavaScript-only portal that returned nothing. Treat Indiana Lake Michigan underwater spearfishing as unresolved, never as allowed.

    The tributary possession ban — and why it matters here

    This is the hard, unambiguous rule and the easiest one to trip over at Michigan City. Indiana prohibits possession of a fish spear, gig, gaff, bowfishing equipment, crossbow, grab hook, spear gun, club, snag hook or underwater spear in or adjacent to the Galena River (LaPorte County), Trail Creek (LaPorte County), the East Branch of the Little Calumet River (LaPorte and Porter counties), Salt Creek (Porter County), the West Branch of the Little Calumet River (Lake and Porter counties), Burns Ditch (Lake and Porter counties), Deep River downstream of the dam at Lake George (Lake County), and the tributaries to all of these. Trail Creek is Michigan City's harbour, and Burns Ditch is Portage's. The line between lawful lake water and an unlawful gear-possession zone therefore runs straight through the two best access points on the Indiana shore, and it is not marked on the water. Possession is the offence — carrying the gear on the bank is enough.

    What is on the Indiana list?

    Seven rough species, named in the spear paragraph itself: invasive carp (bighead, silver, black and grass), bowfin, buffalo fish, common carp, gar, shad and suckers. No game fish appears anywhere in it. Lake sturgeon is state endangered in Indiana, and this research did not re-verify that against 312 IAC. Round goby is absent from Indiana's spear list, as it is from every eastern Great Lakes state's — that is an argument from silence across four sources rather than a printed prohibition, and it is largely academic given the size of the fish. Nothing on the Indiana shore is venomous; the hazards are cold water, boat traffic and current, not wildlife.

    Diving Michigan City: piers, the preserve and the dunes

    Michigan City is Indiana's one workable node on the lake — a harbour, a lighthouse and the way out to Indiana Dunes — and this research confirmed no dive site of its own beyond three points. The east pier, with its 1904 lighthouse, carries rubble and steel along the lake face in 3-7 m and is a walk-in from Washington Park. The west pier is a stone and concrete wall with rubble on its outer face in 3-7 m and clean sand beside it; the channel between the two runs current, so treat the gap as a hazard rather than a route. West of town the J.D. Marshall, a steamer capsized in a 1911 squall, lies inverted in shallow water on sand and is the state's dedicated shipwreck preserve — artefact recovery is prohibited. One further gap worth naming: Indiana Dunes National Park sits alongside, and its superintendent's compendium and 36 CFR 2.3 were not read in this research, so a federal swimming-beach fishing closure very likely applies somewhere along that shore.

    Season, water, licence

    Harbours and canals freeze from January to March while mid-lake stays open. The season runs June to October and the water is clearest from August to October. This is the southern end of the lake, so the surface warms more than it does off Wisconsin, but below the summer thermocline it stays cold — plan a wetsuit for the piers in August and thicker protection for anything deeper or earlier. There is no tide; the Great Lakes astronomical range is a few centimetres and NOAA publishes no predictions for these stations. The nearest CO-OPS gauge is Calumet Harbor, 9087044, about 52 km west. An Indiana fishing licence for 2026 costs $23 resident annual, $60 non-resident annual, $10 resident 1-day, $15 non-resident 1-day and $35 non-resident 7-day, with a Trout/Salmon Stamp at $11.
