- ✓Free-diving only (16+): scuba/rebreather/hookah BANNED (art. 128-bis DPR 1639/68). A speargun may not be handed to under-16s.
- ✓Night prohibited: spearfishing only from dawn to sunset (art. 129e DPR 1639/68).
- ✓Distances (art. 129 DPR 1639/68): ≥500 m from beaches with bathers; ≥100 m from fixed gear/set nets and from vessels anchored outside ports.
- ✓Buoy MANDATORY (art. 130 DPR 1639/68): float with a red flag bearing a white diagonal stripe, visible ≥300 m; the diver stays within 50 m of the buoy/support boat.
- ✓The speargun may not be kept armed out of the water (art. 131 DPR 1639/68) — load only when submerged.
- ✓Hand-collecting crustaceans/molluscs is BANNED for the spearfisher (art. 128-bis): only cephalopods (octopus, cuttlefish). No crab lane for Italy.

Rules change. Before heading out, check with MASAF (registration) and the Guardia Costiera / Capitaneria di Porto; Sicily and Sardegna add regional tightening.
Safety protocol
- Sets: watch the wave trains ≥15 min before entering; Hmax ≈ 2×Hs, the wash can run 50 m past the foam line. A lull >10 min with period >12 s = a big set «overdue», do NOT enter; enter right after a full set passes and re-check at minute 30.
- Exit FIRST: find your exit AND a backup before entering. On a rocky/boulder shore a 0.5 m rise in swell can make the exit impossible — getting pinned/unable to climb out is the main killer.
- Headland rip: prominent points often have a permanent topographic rip regardless of the model — locate it, enter/exit on the windward side, never swim against it.
- Cold: wetsuit per the SST chip; the first shiver = a metabolic surge and a drop in breath-hold → get out at the first steady shiver. Cap the session at 45–60 min below 15 °C.
- Solo discipline: buoy up; tell someone the spot and exit time; conservative breath-hold (never push it in cold/murky/surfy water); visibility <3 m — don't enter.
- Afternoon wind: on many coasts the wind builds from midday — plan to be out of the water by midday; the chop builds — get out.
- UV 11:00–15:00 (UVI ≥6): sunscreen and cover up on the surface interval.
- Solo is a fundamental risk (hypoxic blackout with no buddy). Any doubt = No-go.
Spearfishing in Moneglia-Framura: spots, seasons and rules
Spearfishing around Moneglia and Framura is compact, rocky, and boxed in by a rule you can't ignore: the Cinque Terre Marine Protected Area starts just east at Punta Mesco, so this is the last legal water on the coast. The ground faces due south and takes the 140 to 230 sector badly, worst on a southwest libeccio near 210. Tides are Mediterranean, barely a factor. There is no paid licence here; Italy asks for the free MASAF declaration, apnea only, daylight only, with a signalling buoy.

- Moneglia and Framura are the last legal rock before the Cinque Terre no-take zone, which starts east at Punta Mesco. Hunt west of that line or not at all.
- The coast faces due south, near 185 degrees, and dislikes the 140 to 230 sector. A southwest libeccio around 210 is the direction that shuts it down and leaves backwash on the rock.

Where can you spearfish around Moneglia and Framura?
Three shore-entry rock marks, running west to east, and every one of them stops at the Cinque Terre boundary. The data carries no depth numbers and no formal solo-severity rating for any of them, so read the sea and your own way out each time. Punta Moneglia is boulder ground, Framura runs deeper off its headlands and islets, and the west side of Bonassola bay is the edge before the protected zone.

When are conditions right around Moneglia and Framura?
Wait for that southern sector to drop, and above all for the libeccio out of the southwest to ease. That one blows straight onto a south-facing coast and leaves backwash washing over the rock long after the wind has gone light. A land breeze off the hills flattens the water, and that is the morning you want. Mediterranean tide barely moves here, so it is water clarity over the rock and swell out of the south that decide the day, not the tide table. Framura holds cleaner water off its headlands; if the boulders at Moneglia are still foamy, that is your cue to wait.
What can you catch, and what are the rules?
The local marks list sarago (white sea bream), cefalo (grey mullet) and spigola (sea bass) over the rock, and the wider Italian list runs on to dentice, ricciola, octopus and cuttlefish. Brown grouper falls under national limits and is off-limits inside the MPA in any case. As national orientation to confirm against the current decree, sea bass is about 25 cm, white sea bream about 23 cm and dentex about 15 cm. Italy asks for the free MASAF declaration through SIAN/SPID; calling it a paid licence is misleading. Spearfishing is apnea only from age 16, daylight only, never at night. A signalling buoy has to mark you and stay within 50 m; keep 500 m from beaches with bathers and 100 m from nets, fixed gear and anchored boats outside ports. The daily bag is about 5 kg per person, or one heavier single fish, and recreational catch cannot be sold.
Where does the Cinque Terre MPA start?
At Punta Mesco, just east of Bonassola. From there through the Cinque Terre it is a marine protected area where spearfishing is banned, which is the whole reason Moneglia, Framura and the west side of Bonassola bay matter: they are the last legal rock on this run of coast. Fix your position before you drop in, because the line is a hard one, and grouper and other protected species inside the zone are not yours to take.
