window: The recreational fishing declaration to MASAF has to be made before you go down, and it is renewed every year. The framework is national: in Italy the basic rules hold from Ventimiglia to Trieste. The last stretch, the 680 m out to ten metres of water, is the one you will swim tired: put it in the day's arithmetic. A check takes two minutes to settle if your declaration is in order.
tide: The regime is microtidal: the level at Noli-Varigotti moves less than half a metre even at springs. Tide tables here explain a local current more often than they choose an hour. If the current is faster than your easy pace, it is already too much. The direction of the current changes with the wind of the last few hours.
shelter: The shore in front of the mark faces northeast, about 34°, so everything arriving from that sector gets in unobstructed. The point cuts the sea into two faces; on the same forecast one of them works and the other does not, and which is which you see from above before going down. If the swell starts working inside the 610 m of coastal strip, the session is over. The local wind can turn in the afternoon: what was in the lee in the morning is not by midday.
conditions: The useful band lies between the 680 m of the ten-metre line and the 810 m of the twenty: that strip is where you work. At Noli-Varigotti the clarity is built on the days without swell, not on the hours without wind. Better two hours in the right water than six in the wrong one. The nearest river mouth is the first thing to look at after rain.
hazard: Marked set nets are left alone: getting caught in a net on breath-hold is the most dangerous thing in the whole day. The big sets reach an open point while the rest of the coast is still quiet. Check your gear beforehand, not in the water. Hypothermia works slowly: you feel it on the way out, not during.
access: On a point you get in from the lee flank, never off the exposed tip. The mark stands off the shore by about 150 m: here the access starts with a crossing. At Noli-Varigotti many accesses cross private property: if it is signed, look for another one. Whoever gets in first tells the others what they found.

window: Breathing apparatus is prohibited: you go down on breath-hold and nothing else. Every session has to be marked at the surface: without a marker you are not in order, quite apart from not being seen. At Noli-Varigotti a short legal window beats a long questionable one. Note the hour you will come out before you get in: from 40 m of shore the way back always looks shorter than it is.
tide: The level moves by a few centimetres and opens or closes no passage at all. The current you will find towards the south will nearly always be wind-driven and not tidal. Running water brings murk with it: look at where it is coming from. In a channel it is the current that decides the route: plan it before getting in.
shelter: On a headland the shelter lasts exactly as long as the swell direction does: the moment it turns, the good side becomes the wrong one. The exposure measured on the coastline is 180°, that is full south: in Ostro there is no shelter here, in Tramontana the water flattens. A metre of long swell from the south is worth more than two metres of short chop raised inshore. At Noli-Varigotti the old rule holds: watch the sea for ten minutes, then decide.
conditions: The strip under the shore is the last to clear; the clean part starts where the bottom breaks away. The slope is regular: ten metres about 820 m out, twenty at 670 m. If the thermocline is high, you see better below it than at the surface. Ground you cannot read is ground you leave alone.
hazard: The cape exposes you to two seas at once, and the way back can be harder than the way out. A hundred metres from fixed installations and from vessels at anchor is an obligation, not a courtesy. A knife you can reach with one hand is worth more than two in the bag. At sea the number to call is 1530, the Coast Guard.
access: From here to the 5 m contour is about 650 m, and it pays to measure them on the way out so as not to find them long on the way back. The walk out along the point is short; the problem is the last metre. At Noli-Varigotti the best place is the one you can leave without hurrying. In a hard Ostro the windward exit becomes unusable: check an alternative.

window: The orders of the Capitaneria responsible for Noli-Varigotti can add seasonal prohibitions, and they outrank the general rule. Sixteen years of age is the legal minimum for handling a speargun in the water. Whoever goes out in order is also defending the place for whoever comes next. Plan the way back while the light is still good: coming out over rock in the dark is another thing entirely.
tide: At Noli-Varigotti nobody plans an outing around the tide, and they are right not to. Swell from the southeast moves more water in ten minutes than the tide moves in six hours. If you go into a channel, go in against the current and come back with it. Plan on the swell: here it is the only parameter that really changes the day.
shelter: The coast here runs NE–SW and opens to the southeast: that is what decides which forecast to read. A shoal works the opposite way round from the coast: it shelters underwater and not on the surface, and nothing stops what passes over the top. Better half an hour on the right part of the coast than three hours on the wrong one. The strip between the shore and the 5 m contour, about 320 m here, is the first to churn and the last to clear.
conditions: Here the shape of the bottom is the only certain figure, and it is worth reading before you get in. The bottom falls away calmly, with no steps: depth is earned with distance, 540 m to reach twenty. Judge the colour from above before you get wet: from inside you lose the comparison. With Scirocco strengthening, the good window closes without warning.
hazard: On a shoal the swell breaks without warning: what looks flat over the top can rear up. Five hundred metres from used beaches: in summer it is the prohibition you run into most often. At Noli-Varigotti floating lines are seen late: keep an eye above you as well. On breath-hold there is only one rule: never alone beyond your own limits.
access: The mark is right against the shore, 40 m from the coastline, and ten metres of water is about 400 m out. For a shoal or a detached rock the access is a swim, and the distance is counted on the way out. If the sea has changed while you were under, come out at the lowest point and not at the nearest one. In a building sea the rock you got in from may not be there on the way back.

✓NO paid licence, but a free MASAF REGISTRATION is mandatory (recreational sea-fishing declaration, online via SIAN/SPID, annual) — it is not a «licence».
✓Free-diving only: scuba/rebreather/hookah BANNED (art. 128-bis DPR 1639/68). The 16+ rule comes from a different act — D.Lgs 4/2012, art. 6 c. 5; handing a speargun to an under-16 is an offence (art. 13-octies c. 3 b, as replaced by L. 75/2026).
✓Night prohibited: spearfishing only from dawn to sunset (art. 129e DPR 1639/68).
✓Distances (art. 129 DPR 1639/68): ≥500 m from beaches with bathers; ≥100 m from fixed gear/set nets and from vessels anchored outside ports.
✓Buoy MANDATORY (art. 130 DPR 1639/68): float with a red flag bearing a white diagonal stripe, visible ≥300 m; the diver stays within 50 m of the buoy/support boat.
✓The speargun may not be kept armed out of the water (art. 131 DPR 1639/68) — load only when submerged.
✓The spearfisher may NOT gather corals, crustaceans or molluscs — the second paragraph of the same article (art. 128-bis DPR 1639/68; the same rule in D.M. 249/1987, art. 2). BUT cephalopods are EXCLUDED: octopus, cuttlefish and squid may be taken — the exception is kept in terms by the official guidance (circolare 6227201 of 23.07.1987). Mussels — up to 3 kg per person per day, but only with the Capo del Compartimento Marittimo's authorisation. The 5 kg daily cap counts EVERYTHING taken that day (D.Lgs 4/2012, art. 13-octies c. 4, as replaced by L. 75/2026).
✓You MAY carry a speargun and a breathing apparatus on the same boat — but at most ONE cylinder of up to 10 L per vessel, and using it to fish is prohibited (art. 128-ter DPR 1639/68). While you are down, at least one person must stay aboard ready to intervene, and there must be a rope long enough to recover the diver.
✓Sale of recreational catch is PROHIBITED (EU control regime, Reg. CE 1224/2009).
✓The 5 kg/person daily cap IS in force and carries a fine: €500–3 000 up to 10 kg, €2 000–12 000 up to 50 kg, €12 000–50 000 above (D.Lgs 4/2012, art. 13-octies c. 4, as replaced by Law 21 Apr 2026 no. 75). Exception: a single fish heavier than 5 kg. Recovery-plan species and bluefin tuna: +1/3 (c. 5).

⛔ Date mussels (Lithophaga lithophaga) — TOTAL BAN: fishing, possession, transport, sale (D.M. 16/10/1998; EU-protected). Never touch.

Safety protocol

Sets: watch the wave trains ≥15 min before entering; Hmax ≈ 2×Hs, the wash can run 50 m past the foam line. A lull >10 min with period >12 s = a big set «overdue», do NOT enter; enter right after a full set passes and re-check at minute 30.
Exit FIRST: find your exit AND a backup before entering. On a rocky/boulder shore a 0.5 m rise in swell can make the exit impossible — getting pinned/unable to climb out is the main killer.
Headland rip: prominent points often have a permanent topographic rip regardless of the model — locate it, enter/exit on the windward side, never swim against it.
Cold: wetsuit per the SST chip; the first shiver = a metabolic surge and a drop in breath-hold → get out at the first steady shiver. Cap the session at 45–60 min below 15 °C.
Solo discipline: buoy up; tell someone the spot and exit time; conservative breath-hold (never push it in cold/murky/surfy water); visibility <3 m — don't enter.
Afternoon wind: on many coasts the wind builds from midday — plan to be out of the water by midday; the chop builds — get out.
UV 11:00–15:00 (UVI ≥6): sunscreen and cover up on the surface interval.
Solo is a fundamental risk (hypoxic blackout with no buddy). Any doubt = No-go.
